Uganda officially launched the U-Report platform in 2011 to amplify the voices of citizens to create positive change in their communities.  U-Report uses mobile technology (SMS and social media) to provide a forum of opinion and information sharing for citizens, youth and children in Uganda on issues that matter most to them.  U-Report has evolved into a powerful source of information to improve service delivery and increase youth engagement in policy dialogues with more than 350,000 U-Reporters in Uganda (http://ureport.ug).  The platform has now spread to 33 other countries around the world with more than 3.1 million U-Reporters globally. U-Reporters in Uganda are engaged weekly via SMS polls to solicit their ideas and share information on development issues that are important to children and youth, such as; early marriage, health, education, justice for children, children’s rights, female genital mutilation, employment, and water availability and quality.  In addition to the poll responses, U-Reporters can ask questions and receive answers for free on specific issues via a system of web-based dashboards managed by key civil society partners.  In 2016, U-Report partners answered 33,000 questions, providing high-quality information on general health issues, HIV/SRH, legal issues, and many others.

U-Report Uganda sends one national poll per week, receiving approximately 100,000 messages in reply.  This data then needs to be analyzed and disseminated to key stakeholders in clear and concise reports, in order to be used for advocacy activities or to help programmes adapt quickly to the expressed needs of communities.  These stakeholders include UNICEF programme teams, civil society partners, Members of Parliament, and many others.

During the course of this assignment, U-Report will also be integrated into a long-term national media campaign that support Uganda’s Vision 2040. The Early Childhood Development campaign aims to reach 20 million Ugandans and begin a national conversation about the issues during these phases of life. National television, newspaper, radio, and social media will promote U-Report as the channel for engagement with citizens to hear their opinions on these specific issues, ask questions, receive additional information, and interact with media and celebrity personalities.

 

How can you make a difference?

The Senior Database Assistant (U-Report) reports to the Education Specialist (Adolescents and Development, P4). The Senior Data Assistant (U-Report) ensures that data from U-Report is analyzed and compiled into clear, concise reports for use by key government and development partners, civil society organizations, and media.

 

To qualify as an advocate for every child you will have…

• Completion of secondary education, supplemented by a technical or university degree in Informational Technology, Statistics, Economics, Bioinformatics, or a related field as well as a track record of practical data analysis ;
• A minimum of 7 years of progressively responsible work experience in a position that required practical data analysis and the creation of management reports, preferably but not limited to development sectors ;
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
