Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states

 

How can you make a difference?

Under the general guidance of the Chief, Health Section, responsible for the planning, design, implementation and evaluation of UNICEF-Supported Health Intermediate Results

 

Major duties and responsibilities :

  1. Ensure the preparation of the Situation Analysis and its Periodic update.  Prepare input to the health chapter of Country Programme Documents and all related documents, e.g. County Programme Action Plan and Yearly Annual Work.  Assist in the upstream work of both Health programmes.  This includes evidence-based advocacy to influence the Government increase the budget allocated to Health programmes ;
  2. Participate in the formulation and development of IMCI, EPR, Malaria prevention and control as well as the maternal and new born health and HIV/AIDs goals, strategies and approaches for the UNICEF Country programme action Plan. Coordinate UNICEF support and Plan, implement and monitor assigned activity ;
  3. Participate with and work in close collaboration with Government counterparts and other partners in the development of strategies, methodologies and identification of new approaches for improving child and maternal health with emphasis on advocacy, community participation and social mobilization ;
  4. Review and evaluate the technical institutional and financial feasibility and constraints of Health and HIV/AIDs projects in co-ordination and collaboration with Government and other partners ;
  5. Provide technical support to Government and Non-Government Organizations at the national, regional and provincial levels in the planning, development and implementation stages of the health programme.  Plan, organise and conduct training and orientation activities for Government personnel and beneficiaries for the purpose of capacity building at central and state levels and expansion of coverage of services ;
  6. Undertake field visits and surveys to monitor and evaluate health programme implementation, identify problems and propose remedial action.  Identify alternative courses of action to accelerate/improve programme delivery ;
  7. Oversee and provide technical support to the development of health Rolling Work plans and monitor progress made to ensure objectives and targets are met and achieved.  Guide and supervise professional and support staff, ensure their training needs are met and provide on-the-job training ;
  8. Coordinate with Operations/Supply staff on supply and non-supply assistance activities (such as PHC and IMCI Kits, vaccines and cold chain equipment).  Approve disbursement of funds related to all health projects and ensure proper liquidation and accountability, and those activities are within established plans of action and the programme budget allotments ;
  9. Co-ordinate activities and exchange information/ideas with other programme sectors to contribute to achievement of overall country programme objectives.  Participate in establishing effective monitoring, information and reporting systems, and in the development of communication materials and strategies to support advocacy and community participation ;
  10. Participate in the preparation of all programme reports required by Management, Board, donors, budget reviews, programme analysis, annual reports, etc.

 

To qualify as an advocate for every child you will have :

  • An advanced university degree (Master’s or higher) in Medicine or Public Health ;
  • A minimum of eight years progressively responsible professional work experience at national and international levels in programme planning, management, monitoring, and evaluation in Public Health ;
  • Developing country work experience and/or familiarity with emergency is considered an asset ;
  • Fluency in English is required. Knowledge of Arabic language is an asset.
