UNICEF’s Global Shared Services Centre (GSSC) in Budapest, Hungary supports UNICEF operations globally in the areas of Finance, Human Resources, Payroll and Information Technology.

 

How can you make a difference?

UNICEF Global Shared Services Centre’s Human Resources Administration Section is seeking 2 Consultants for a short-term, advanced technical SAP support to contribute to the delivery of Subject Matter Expert services of SAP through provisions of troubleshooting complex SAP issues in Personnel Administration or time and attendance modules, including establishment and enhancement of SAP Subject Matter Expert (SME) job aids.

Consultants will also contribute to the overall project in review and revision of the Standard Operating Procedures (SOPs) of HR Administration, and will support the review and revision project of HR policy documents.

 

This will involve:

Technical support in HR and time and attendance modules of SAP :

  • Provide Tier 2 and 3 SAP support for issues within SAP HR and time and attendance modules ;
  • Analyze and resolve complex SAP issues, escalate issues requiring IT support for resolution  ;
  • Document errors, issues and resolution, including completing testing and validation of any changes made to the system.

Technical support to the SAP enhancement project :

  • Work closely with HR functional Stream Leads, HR Quality Assurance team, and ICT Division in defining the scope of development in SAP enhancements, including technical specifications and testing requirements ;
  • Conduct testing of the proposed enhancements, validate the accuracy of execution and support the recommendation of signing off on the enhancements ;
  • Review existing job aids or process documentation to ensure that the changes are reflected to support the HR practitioners, including delivery of training if necessary ;
  • Documentation of the enhancements and its resolution and closure of change requests.

Contribute to the Standard Operating Procedure (SOP) and policy update project :

  • Review and revise the existing HR SOPs by ensuring that the procedural steps are fully up to date, and incorporate system and process centric information ;
  • Highlight any discrepancies on established procedures for consultation with responsible HR Stream Leads for resolution and appropriate documentation ;
  • Based on the guidance of the responsible HR Stream Leads, revise the HR policies where appropriate for further consultation and approval.

Deliverables :

Deliverables will be assessed and evidenced based on :

  • SAP issue resolution log ;
  • SAP testing and enhancement log ;
  • Updates to the SOPs and policy documents.

 

To qualify as an advocate for every child you will have…

 Successfully bidders should meet the following profile :

  • University degree or equivalent, particularly in the areas of information technology, computer science, or business administration and/or human resources ;
  • Proven, previous experience (minimum of 3 years) in providing advance/super-user SAP support, particularly in the areas of human resources, time and attendance or Payroll modules. Successful bidder should also have 1 year of experience in human resources management ;
  • Previous experience working in the United Nations common system will be considered an asset ;
  • Previous experience of shared services/business support centre, including private sector, is an asset ;
  • Fluency in English (verbal and written) is required ;
  • Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is desirable.

Mandatory Requirements :

The proposing service provider must include the following attachments in their submission :

  • CV detailing educational background and all relevant experience ;
  • Financial Proposal indicating the daily rate for delivery of services. The daily rate should be expressed in Hungarian forint (NET + VAT, if applicable (please indicate the exact amount) ;
  • Document to prove eligibility to work in Hungary, if applicant is non-EU citizen ;
  • Successful bidders will be required to accept UNICEF’s General Terms and Conditions for Service Contracts.

Location and duration :

The working hours for this individual consultancy will be 8 working hours per day, 5 days per week, from 8:30am to 5:30pm with one-hour lunch break. The consultant will work full-time on GSSC premises in Budapest, Hungary, under the supervision of the Chief, Human Resources Administration.

Contract duration will be 11.5 months, commencing as soon as possible, or latest 1 December 2018.

Evaluation Criteria :

UNICEF considers best value for money as criteria for evaluating potential candidates. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.

Candidates who are under serious consideration will be evaluated by the following criteria :

  • Technical Evaluation Criteria (80 points possible) ;
  • Passing total score for Technical Evaluation is 60 points ;
  • Proven, previous SAP experience as an advanced user of HR and/or Payroll modules (50 points) ;
  • Prior experience in HR (30 points) ;
  • Financial Evaluation (20 points possible) ;
  • Total points of Evaluation (100 points)

Payment information :

The terms of payment are net 30 days, after receipt of invoice and acceptance of work. Payment will be affected on a monthly basis by bank transfer in the currency of billing.

Individual consultants are not a standard employment arrangement, as payments will be made based on invoices submitted by the consultants on a monthly basis. Individual consultants are entirely responsible for the payment of all insurances, taxes, other contributions payable by the consultant on the payments made by UNICEF to the consultant for his invoices issued under this contract.

Terms of employment :

  • Consultants are required to submit a statement of good health prior to commencement of work and to take full responsibility for the accuracy of that statement ;
  • The consultant is responsible for arranging, at their own expense, life, health, and other forms of insurance covering the period of their services on behalf of UNICEF as they consider appropriate. Consultants are not eligible to participate in the life or health insurance schemes available to United Nations staff members.

UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract.
