Sudan is a huge country, more than four times the size of Sweden and the third largest in Africa—even after South Sudan was carved out in 2011. Sudan has a lot of land and resources, a population of 40 million and a history that predates the Nubian kingdoms established along the Nile River around 4,000 BC.

Sudan’s children make up half of the total population, and the past two decades have seen their lives improve. Fewer boys and girls are dying before their fifth birthday. Primary school attendance is increasing. Immunization coverage is high and the country remains polio free.

Still, millions of children continue to suffer from chronic conflict, from seasonal natural disasters and disease outbreaks, from under-investment in basic social services. Sudan ranks as one of the worst in the world for malnutrition, and three million of its school aged children are not in the classroom.

 

How can you make a difference?

To provide C4D support, monitoring and mentorship for ongoing activities and emergencies at state including South Sudanese Refugee SSRs, response to Acute Watery Diarrhea and other disease outbreaks and implementation of strategic C4D initiatives.

The consultants will be based in Damazine in Blue Nile, Geneina in West Darfur, Kadugli in south Kordofan, and Nyala in South Darfur State to ensure availability of C4D capacity at sub-office to support C4D interventions across sectors in the Field office supported states.

 

Specific Tasks

Under the direct supervision of the Chief of Field Office and with the overall technical guidance of the Chief  Communication for Development, the consultants shall undertake the following key tasks in the state:

  1. Provide technical support for social mobilization, prevention interventions and emergency response in the state according to the state plans in collaboration with sector colleagues.
  2. Contribute to surveys, research and assessments to better understand drivers of certain behaviours as well as to measure the impact of behaviour change interventions.
  3. Provide C4D technical support for development of a long-term and strategic prevention interventions in the state.
  4. Provide guidance on the identification of groups including identifiable youth groups, traditional/folk communication groups and other non-traditional partners for engagement as agents of change on messaging for C4D initiatives (Alshuffa communication initiative)
  5. Ensure availability of adequate communication support materials at the community/camp levels and ensure that these materials are available with end users, as well as gather audience feedback on materials.
  6. Undertake advocacy and engagement with authorities and community leaders on issues that will facilitate adoption of positive childcare practices and ensure safety of women and children.
  7. Support partnership with relevant State Ministries in the promotion of various communication initiatives (for instance, with the state Ministry of Education (SMoE) to facilitate engagement of school teachers and students in Alshuffa communication initiative activities).
  8. Provide technical support and guidance for implementation of Alshuffaa Communication Initiative Phase Two led by state Ministry of health as well as strategic partners; Alshuffaa Steering Committee members including state radio to facilitate community engagement on the key family practices.
  9. Support and review the partnership agreement with local NGO that lead the community engagement component as well as ensure that Implementing Partner acquires the capacity to deliver.
  10. Lead documentation of all activities including photo and video coverage, news coverage and Human-Interest stories.

 

 Expected Deliverables

  • Monthly report on implementation of C4D activities based on monitoring plan with clear indicators of progress.
  • Ensure that a corps of teachers, children and youth engaged and oriented on key family care practices; immunization, bed net use, latrine use, hand washing, breast feeding, ORS use (at least 150 students and 10 teachers).
  • Monthly C4D contribution to UNICEF Humanitarian Sitrep.
  • Partnership with local NGO for implementation of strategic C4D initiatives.
  • Provide technical guidance for implementation of strategic C4D initiatives including Alshuffaa Alsoghar.
  • Strategic partnership established with state radio to broadcast Habouba Fahima radio drama weekly in basic Arabic languages and theme song.
  • Final report detailing achievement, challenges, assessment of partners’ performance and recommendations for improvements at the end of the consultancy period of six months.
  • At least one human interest story every month (total of six)
  • Database of all documentation (photos, videos, news clippings etc.)

 

To qualify as an advocate for every child you will have…

  • The consultant should have a minimum professional qualification of a University Degree in a Social Sciences, Public or Environmental Health, or any technical field related to UNICEF’s Communication for Development framework.
  • A minimum of three years’ experience, which should be in Communication for Development at community level.
  • Experience working in emergencies in refugee and IDPs settings in Sudan
  • Evidence of work with UN or other development or multi-lateral agencies in Communication for Behaviour and Social Change, hygiene promotion, community engagement or social mobilization.
  • Ability to work with tight deadlines, take initiative, be pro-active and work in a multi-cultural environment.
