The UNICEF AU Liaison Office (AULO) has been established to lead, facitlate and coordinate UNICEF’s engagement with the African Union. Technical support to the African Union Commission and the other organs of the African Union are provided by the Regional Offices and Headquarters divisions, and the implementation of the AU’s decisions and resolutions is facilitated by Country Offices. Key taks undertaken by AULO include :

  • • Gathering information and intelligence, and communicating continental priorities and opportunities to promote the rights and welfare of children to all parts of UNICEF. • Overall liaison with African Union, AUC and its organs including initiating and maintaining both high-level and technical dialogue with the AU on areas of mutual interest leading to agreement of UNICEF’s engagement priorities with AU ;
  • • Working closely with UNECA, other UN agencies and child focused agencies to harmonize and strengthen interagency cooperation with the AU.


How can you make a difference?

Under guidance of the Head of UNICEF Liaison Office to the AU & UNECA, responsible for representation, public relations, partnership, technical and programme support activities of
promoting and protecting the rights and wellbeing of women and children at legal, policy and programme levels continentally, sub-regionally and country levels within the framework of UNICEF-African Union (AU) and UN Economic Commission for Africa (UNECA) strategic partnerships.

Key functions, accountabilities and related duties/tasks include :

  • Undertakes review and analysis of data and information on child survival, development, protection, participation and partnership policies and programmes; contributes to the UNICEF/AU/UNECA Joint Partnership Programme and annual work plan development, implementation, monitoring and evaluation; prepares concept and information notes, UNICEF contribution issue papers, and project proposals; participates in conferences, meetings and workshops relevant to the UNICEF-AU-UNECA partnerships; and prepares analytical and synthesis reports on conclusions and recommendations of the deliberations; and shares the outcome to UNICEF HQs, Regional Offices (ROs)and Country Offices (COs) for application in programme planning ;
  • Works closely and provides technical support to the Permanent Secretariat of the African Committee of Experts on the Rights and Welfare of the Child (ACERWC) in the areas of policy, advocacy and programme planning and implementation aimed at the promotion and protection of the rights of children and women in Africa, most particularly in promoting the ratification, domestication and reporting on the African Charter on the Rights and Welfare of the Child (ACRWC) by African Union Member States. Participates in the regular meetings of ACERWC and prepares reports on the conclusions and recommendations based on the deliberations; shares the outcome to UNICEF HQs, ROs (ESAR, WCAR & MENAR), and COs in Africa. Liaises with UNICEF ROs and COs and facilitates the review process of country reports submitted by AU Member States to the ACERWC on the progress of the implementation of the provisions in the ACRWC ;
  • Effectively engages in the facilitation and follow up of the celebrations surrounding the Day of the African Child (DAC), 16 June. Participates and provides inputs in the selection of the theme for DAC annual celebrations; prepares ‘information/concept note’ to be shared to the UNICEF HQs, ROs and COs prior to the DAC celebrations and follows-up feedback; prepares consolidated analytical and synthesis report on the processes and outcomes of the celebrations; and disseminates the report widely to the AUC, UNICEF HQs, ROs, COs and various websites at different levels for wider use of the findings in programme planning. Liaises with the UNICEF ROs and COs to use the DAC celebration opportunity to sensitize and put efforts on the respective governments to ratify and adhere to the ACRWC (in countries which have not ratified yet) plus to domesticate the provisions of the ACRWC into the local legal system and formulate programme actions complimentary with UNCRC standards (in countries which have ratified) ;
  • Undertakes knowledge management activities through review, compilation, documentation and dissemination of documents on Child Survival, Development, Protection, Participation (CSDPP) and partnerships, as well as on AUC’s key legal, policy, strategy and programme instruments by tracking from various sources that could be used as important resource materials in efforts of strengthening UNICEF-AUUNECA partnership programmes ;
  • Participates in the relevant UN-AU/NEPAD Clusters and Sub-Cluster meetings, as well as contributes to the facilitation, organization and follow-up of Clusters and SubClusters towards creating strengthened, coordinated and harmonized mechanisms in support of AUC/NEPAD ;
  • Provides technical assistance to the contribution of UNICEF’s participation and support to the preparation of AU-Summits ;
  • Compiles, coordinates and provides technical and substantive inputs to the strengthening UNICEF-AU-UNECA partnerships, most particularly on UNICEF’s contributions and participation for increased visibility of the rights and wellbeing of children in relations key AU, UNECA, joint AU/UNECA meetings, conferences and fora ;
  • With the UNICEF Ethiopia Country Office common operations, assume certifying function in PROMs and OIC responsibilities in the absence of the incumbent in charge of financial issues ;
  • Promote and facilitate networking within UNICEF and with other partners as well as assume close follow up on implementation of activities and/or coordinating process.
  • Prepares quarterly progress, status and annual reports on the UNICEF Liaison Office programme performance to be submitted to the HQs and ROs ;
  • Ensures the accurate and timely input of programme information in computerized programme system and the issuance of status reports for monitoring and evaluation purposes ;
  • Performs other duties as required, and as assigned by the Supervisor.


To qualify as an advocate for every child you will have….

  • Advanced university degree in Social Sciences, or related technical field ;
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree ;
  • Should possess knowledge in social development, social sciences, law, human rights, social policy and other related competencies ;
  • Five (5) years of progressively responsible professional work experience at the national and international levels in advocacy programme management, planning, monitoring and evaluation, in a related field ;
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
