UNICEF Ethiopia has been working in Ethiopia for the last 65 years supporting the national and regional efforts towards the progressive realization of the rights of children and women.

We do this by supporting the achievements of the Growth and Transformation Plan II as well as the Sustainable Development Goals (SDGs) through our programmes in Health, Nutrition, WASH, Child Protection, Education and Social Policy and Evidence on Social Inclusion.

In addition, UNICEF Ethiopia has been leading the support in humanitarian programmes relentlessly working towards responding to emergency needs.

UNICEF is supporting the government of Ethiopia towards achieving the National WASH programme designed to achieve the second phase of GTP-II. The programme is intended to increase the number of people having access to water and sanitation, through strengthening the service delivery, enabling environment, and knowledge management of the WASH sector

In order to achieve the planned results, UNICEF is supporting the WASH component of the national Growth and Transformation Plan-II in five principal areas :

  1. Advance sanitation and hygiene promotion and marketing (including adolescent and BABY-WASH) in zones with high stunting, diarrhoea and trachoma prevalence ;
  2. Leverage resources from the ONEWASH pooled fund for accelerated institutional WASH coverage ;
  3. Innovate to improve the functionality and resilience of water supply in water insecure districts ;
  4. Intensify urban sanitation and pro-poor water service delivery ; and
  5. Strengthen sector coordination for development and emergency programming through innovative research and knowledge generation.

 

How can you make a difference?

Under the general guidance of the WASH section Chief, responsible for the management of the urban WASH component within the UNICEF country programme.

 

Major duties and responsibilities

Under supervision of the Chief of WASH (L5), be primary responsible for the overall management and implementation of the Urban WASH programme. This includes overall programme management of multi-year, large value grants. Specific attention to be given to procurement and contract management, financial management and programme oversight and coordination of government, private sector, academic and NGO partners.

  • Technical focal point for knowledge management of urban WASH programme with specific inputs to and leadership of high level impact studies, sustainability checks and infrastructure audits ;
  • Overall technical field coordination of UNICEF urban WASH project officers in 4 regions of Ethiopia and regular field monitoring visits of upto 10 days per month ;
  • Assist WASH section Chief in the national level coordination of both the DAG (Donor Assistance Working Group) specialist group on urban WASH and the ONEWASH SWAp forum to ensure the regular dissemination of field evidence from the UNICEF supported urban WASH programme in this forum ;
  • Develops the work plan for the sector and monitors compliance to ensure objectives and targets are met and achieved.  Guides and supervises professional and support staff. Ensures their training needs are met, and provides on-the-job training ;
  • Coordinates with Operations/Supply staff on supply and non- supply assistance activities.  Approves disbursement of funds ensuring proper utilization and accountability, and that activities are within established plans of action, and the programme budget allotments ;
  • Coordinates activities and exchanges information/ideas with other programmes, to contribute to achievement of overall country programme objectives. Participates in establishing effective monitoring, information and reporting systems, and in the development of communication materials and strategies to support advocacy and community participation ;
  • Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme  analysis, annual reports, etc.

To qualify as an advocate for every child you will have…

  1. Education (Indicate the level of formal education and precise field and/or training and field of specialization required.)

University degree in Social Sciences or a related technical field.

  1. Work experience (Indicate the length and type of practical expericence required at the national and international levels.)

Eight years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in a related field.

  1. Languages (Indicate the language requirements.)
  • Fluency in English and another UN language required ;
  • Knowledge of the local working language of the duty station is an asset.
