Sudan is a huge country, more than four times the size of Sweden and the third largest in Africa—even after South Sudan was carved out in 2011. Sudan has a lot of land and resources, a population of 40 million and a history that predates the Nubian kingdoms established along the Nile River around 4,000 BC.

Sudan’s children make up half of the total population, and the past two decades have seen their lives improve. Fewer boys and girls are dying before their fifth birthday. Primary school attendance is increasing. Immunization coverage is high and the country remains polio free.

Still, millions of children continue to suffer from chronic conflict, from seasonal natural disasters and disease outbreaks, from under-investment in basic social services. Sudan ranks as one of the worst in the world for malnutrition, and three million of its school aged children are not in the classroom

 

How can you make a difference?

Looking for International consultant to generate in-depth analysis of the trends, prevalence across possible determinants/variables that impact on the dynamics of FGM/C using Saleema M&E, SFFGC annual reports, and any other relevant studies and surveys.

The availability of this documented analytical evidence will be used by governments, international agencies, civil society and other development partners for policy advocacy, leveraging partnerships, to improve interventions for abandonment of the practice, and support the development of evidence-based programmatic interventions that bring about positive social change related to FGM/C.

 

This study will provide answers to the following questions :

  1. What are the trends that can be observed in knowledge, attitudes and practices of FGM/C, by state and intervention type ;
  2. What are the findings of the use of mass media to influence change, in combination with or as used separately to direct community engagement ;
  3. What trends can be observed when combined with the previous data from the MICS 2014 or other previous studies ;
  4. What is the potential impact of Saleema/C4D initiatives on the difference of trend of FGM/C prevalence, by state.

 

Specific Objectives :

  1. Generate statistical trends analysis of prevalence of FGM/C practices in Sudan using different sources of data ;
  2. Perform data analysis that provides programmatic improvement information with regard to intervention types and their relevant effects on social norms ;
  3. Provide break down of state-by-state analysis of observed trends and responses to programme initiatives.

 

Scope of Work :

Under the overall supervision and technical guidance of the chief of PME and collaboration with child protection team working on social norms the consultant will liaise with both sections as well as the Saleema M&E independent evaluator and data collection team (headed by Ahfad University) to perform the following :

  • Review the available Saleema M&E reports, data sets, and other data sources such as MICS 2014 to collate relevant data and information ;
  • Perform the statistical analysis and cross tabulation of related variables and identify multiple trends that will enrich the analysis and provide insights into the drivers related to FGM/C through the available quantitative and qualitative information/evidence ;
  • Perform the correlation analysis of the different impacts of Saleema initiative interventions on the trends in knowledge, attitudes and behaviours of FGM/C in SFFGC focus states (KRT, GEZ, KAS, GED, NK) and as compared to other states ;
  • Ensure that all analysis takes into consideration the social norms perspective and build linkages to Saleema Initiative that is implemented in Sudan.

 

Methodology :

The methodology will focus on statistical data analysis using descriptive and multi variate analysis. A desk review of existing studies related to FGM/C will be completed in order to reinforce the understanding of the situation of FGM/C trend and disparity by state or other factors.

The data analysis will be performed using Saleema M&E 2015 (wave 1), 2016 (wave 2) and 2017 (wave 3), with comparison to other studies including MICS 2014, as needed.

The finalization of the methodology will be part of the scope of this consultancy.

 

Expected Deliverables :

Three key deliverables are expected from the consultant as indicated below :

  1. The inception report which clarifies the methodology (20% of payment of fees) ;
  2. The draft of full report submitted to UNICEF and stakeholders for review (40% of payment of fees) ;
  3. A final comprehensive high quality analytical report approved by UNICEF is available and ready for printing (40% of payment of fees).

Specific actions are as follow :

  1. Concept note detailing the scope, methodology including approach of data analysis and the structure outline of the report, presented to stakeholders. Responsible Consultant, duration: 3 days ;
  2. Desk review completed, Responsible Consultant, duration: 3 days ;
  3. Statistical analysis and cross tabulation completed and multi variate factors analysis completed, Responsible Consultant, duration: 15 days ;
  4. Draft full comprehensive report submitted to UNICEF and stakeholders for review and comments, Responsible Consultant and UNICEF, duration: 5 days ;
  5. Final Quality edited report available and approved by UNICEF, Responsible Consultant and UNICEF, duration: 5 days.

 

To qualify as an advocate for every child you will have…

  1. An advanced university degree (Master or Doctorate) in demography, statistics, economics or social science or a related technical field ;
  2. At least eight years of professional experience in the field of in-depth data analysis, research and elaboration of high quality analytical reports; with a focus on child protection or a related field an asset ;
  3. Have specific concrete experience with analysis of development evaluation survey ;
  4. Experience in performing in-depth statistical data analysis in child protection-related issues ;
  5. Knowledge of developing country contexts an asset, especially in collaborations with central statistic offices ;
  6. Fluency in English required.
