Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states

 

How can you make a difference?

Looking for international consultant to strengthen the C4D preparedness and response to effectively deal with the current and future emergencies including CHIK and Dengue outbreaks. Under the direction of the Deputy Representative and in close coordination with Chief Emergency Coordination, Health & Nutrition team, C4D team and other members and technical specialists from WASH, PM&E, Emergency and other sections as appropriate, the Communication for Development Consultant will support the development and implementation of C4D component of the CHIK response as well as prevention strategy. The support will be provided at national and sub-national level.

 

Main responsibilities and tasks :

  • Review of all the available C4D preparedness and response plans and strategies ;
  • Provide technical support and guidance to the ongoing Chikungunya/ Dengue preparedness and response ;
  • Development of national communication strategy in collaboration & consultations with all sections and main stakeholders (such as GoS – MoH); the strategy to include needed monitoring and evaluation ;
  • Consult with PM&E for detailed monitoring and evaluation plan for C4D strategy implementation and ensure the M&E plan is also mainstreamed at field level ;
  • Coordinate with different sections to assess need for further surveys / studies (such as KAP) and to plan needed data research protocol (in consultation with main partners such as academia) ;
  • Review the available communication support materials and guide development of new materials if needed ;
  • Conduct orientation for UNICEF program  sections and partners on the developed strategy ;
  • Develop/ review tools/ manuals for capacity enhancement of health/hygiene promoters and volunteers during emergency.

 

Delivrable :

  • Actionable prevention, preparedness and response strategy for disease outbreak, particularly Chikungunya/ Dengue in collaboration with all key sectors to ensure comprehensive and integrated approach. (January 2019) ;
  • Main stakeholders (GoS, partners, sections) are oriented on the strategy (March 2019) ;
  • Databases developed to ensures the flow of information and communication necessary for the planning and implementation of disease outbreak preparedness and response. (March 2019) ;
  • Instruments and tools for planning, monitoring and data storage of the C4D response are available. (February 2019) ;
  • Designed tool and instruments and survey for behavior change research are available. (February 2019).

 

To qualify as an advocate for every child you will have…

  • Advanced university degree or equivalent experience in Environmental Public Health, or social and behavioral sciences, (Sociology, Anthropology, Psychology, Health Education) Communication with emphasis on strategic communication planning for behavior development, social mobilization and community development, participatory communication, and research) ;
  • A minimum of five years’ international experience in social and behavior change programming, outbreak and health emergency response specifically in Chikungunya/ Dengue outbreak response ;
  • Excellent planning and coordination skills, with proven ability to work with various stakeholders ;
  • Fluency in English (verbal and written).
