Justification

In order to ensure quality communication interventions supporting the introduction of the HPV and MCV2 vaccines, UNICEF will hire a Consultant who will support in planning, implementing and monitoring of HPV and MCV2 introduction communication activities in Addis Ababa city. The TA will work mainly on communication activities with additional technical activities to ensure a smooth New Vaccine Introduction including national HPV roll-out and MCV2 introductions as well as Periodic intensification of RI (PIRI) in the City Administration of Addis Ababa.

 

Objective

To support the RHB on demand generation, communication and community mobilization, and thereby provide technical lead in coordinating the communication interventions of HPV and MCV2 introduction scheduled in Oct 2018, focusing on planning, social mobilization and demand creation so as to increase uptake of MCV2 and HPV.

 

Specific objectives

  1. To support to planning, preparation for NVI (New Vaccine Introduction – HPV & MCV2);
  2. To Support to implementation of HPV rollout and MCV2 introduction;
  3. To oordinate pre-introduction supportive supervisions and report the findings to the FMOH and RHBs on different preparatory activities of the HPV roll out and MCV2 introduction
  4. Support post-launch activities; and

 Methodology

The Consultant will be hired as SSA, assigned  in Health Bureau of Addis Ababa City Administration. S/he will work very closely with the Addis Ababa Health Bureau and liaise with other relevant partners of the Bureau.

 

Reporting

  • The consultant will report to UNICEF C4D Specialist of the Health Section,
  • The consultant will prepare and submit to UNICEF C4D Specialist of the Health Section, a comprehensive monthly technical report
  • The consultant will prepare and submit to UNICEF C4D Specialist of the Health Section trip reports, as needed, detailing the following activities: dates and place of travel; major development, critical gaps, action taken and recommendations.

 

Expected Deliverable

 TA’s work plan to support development & implementation of communication plan for MCV2 & HPV Introductions and PIRI in AA City  (August ‘18)

  • Evidence-based regional communication strategy and action plans along with M&E plans for HPV and MCV2 Introduction (Sept ‘18)
  • Regional crisis communication plan for HPV and MCV2/RI (Sep ‘18)
  • Communication and community engagement action plan along with M&E plans for PIRI (oct ‘18)
  • Multisector regional and in selected-zones/woredas subcommittees in place, including representatives from different participant audiences, such as parents, community, leaders (including schools’ leaders), women and youth associations, religious or ethnic groups, educators, private practitioners and professional associations, health workers and teachers, experts in health promotion and social mobilization from the RHB (Sep – Oct ‘18)
  • Regionally adapted key messages and communication tools, mainly advocacy and media briefs, for HPV roll out and MCV2 introduction (Sep – Oct ‘18)
  • Regional and selected zones/woredas’ Health officers, partners and community platforms representatives trained on the Communication and Community engagement component (Sep-Oct ‘18)
  • Monthly reports on completion of communication and community engagement activities against the Regional Communication Plans for MCV2 and HPV Introduction (Aug ‘18- Jul ‘19)
  • Detailed MCV2 and HPV Introductions Progress Report (3 months and 9 months post-introduction) with key recommendations on how to improve MCV2 and HPV uptake and overall RI performance targeting different age group (Dec ‘18 & Jun ‘19)
  • Documentation of MCV2 & HPV Introductions Event/ Best practices (Aug ‘18 – Jul ‘19)
  • An evidence-based MNCH including RI Communication & Community engagement plan for the city of Addis Ababa, developed with participation of key stakeholders & endorsed by the RHB (Sep‘18)

 Time Frame and Mode

 The SSA will be hired for 11 months with tentative starting date of 15 August 2018

 

Payment terms

The payment modality will be monthly based on a satisfactory performance.

 

Mode of Price Quotation

 The price quotation is as stated above, in the summary chapter.

 

Expected background and experience

 The technical assistance must meet the following criteria

 

Education level:

Advanced university degree in social science, public health, communication for development or relevant field.

  • Minimum 8 years of progressively responsible professional work experience at national level in designing and facilitating implementation of communication strategies and plan of actions for advocacy, social mobilization, community engagement and monitoring with main focus on immunization and new vaccine Introduction;
  • Work experience in corporate communication, print, broadcast, and/or new media is an asset
  • Strong technical knowledge on IPC training and approaches for the purpose of action-oriented interventions
  • Excellent communication skills with fluent English and Amharic language skills; proven ability to work effectively with government and multi-stakeholders, and evidence on documentation of best practices.
  • Demonstrated ability to work in a multi-cultural work environment and with Ministry of Health.

 

General condition

The consultant should work based in Addis Ababa Health Bureau with frequent visits to Woredas, in the vicinity of Addis Ababa City Administration and facilities as required, and work closely.

  1. The consultant will be managed under the direct formal supervision of the UNICEF C4D Health Specialist.
  2. UNICEF ECO effect monthly allowance/payment upon delivery of monthly expected deliverables report approved by supervisor on monthly basis.
  3. The consultant will not be provided lodging and/or meals. DSA will be provided
  4. The consultant should use his/her own materials, i.e. computer.
