1.  Background

UNICEF, Zimbabwe under its WASH Programme aims to strengthen national capacity to legislate, coordinate, plan and monitor scaling-up of rights and gender-sensitive interventions to promote safe drinking water, adequate sanitation and good practices. One of the key components is to ensure that there is accurate and reliable data to guide decision making.

Over the past year, UNICEF has supported the government in collecting baseline and endline WASH data from communities in 45 districts supported through the Rural WASH Program (RWP) surveys as well as monthly reporting from the districts. There is now need for dedicated support to rigorously analyze data to support donor reporting and help guide the final phase of the RWP in 12 new Districts. In addition, data on WASH in Health Centers nationwide is available through the Vital Medicines Availability and Health Services (VMAHS) Survey which has been conducted every quarter since 2014 and though it contains some WASH data this has not been properly analyzed yet. Finally, WASH in Education data is available through the Education Management Information System but not comprehensively reviewed.  An analysis of this data will provide insights in the WASH situation in communities, health centers as well as in schools.  The data obtained from this analysis will guide obtaining baseline values for WASH SDG indicators. In addition, a critical review of the data being submitted by 45 districts under the Rural WASH Project will help improve the data quality. The SSA will support the M&E specialist who is dedicated to currently strengthening the WASH monitoring (RWIMS and SNR) systems. The process will also work with and help Government to better plan upcoming WASH interventions as well as seeing how to strengthen the WASH evidence base for the sector in Zimbabwe.

UNCEF seeks to engage a skilled individual consultant to provide specialized technical support and independent third-party checks for the secondary analysis of data within the WASH section.

 

2.  Objective (s)

  • To conduct secondary analysis of the Rural WASH Project Baseline and Endline Survey data.
  • To conduct secondary analysis of VMAHS data and support the development of the SDG baseline for WASH in Health Centers. This will help evidence-based to support future cross-sector resource mobilization.
  • To support data analysis on WASH in Schools and support the development of the SDG baseline for WASH in Schools.  This will help evidence-based to support future cross-sector resource mobilization.
  • Support independent data quality assurance third party checks for the Rural WASH Project.
  • Support staff on the development of Knowledge Management Products.
  • Synthesize the end line report and support the development of key sector recommendations linked to the JSR.

     

3.     Methodology & Expected Output

 The consultant will closely coordinate and work together with the Monitoring and Evaluation Specialist.  The methodologies applied for this consultancy will include but not be limited to the following:

Desk Review and statistical analysis of data

  1. Support data quality assurance for the Rural WASH Project
 
Review Rural WASH Project monitoring data

·        Evaluate independently the sources of information to determine any limitations in terms of reliability or usability as well as data cleaning – this involves 768 discrete data sets (21 days)

Third party Report on data quality for the RWP viz a viz monitoring reports submitted – this is an independent check on data beyond UNICEF’s role in terms of monitoring progress of program partners.

5.      Support the development of Knowledge Management Products
Conduct data analysis to support the development of two knowledge management products as part of the final consultancy report. The products will be worked on in conjunction with the WASH team and will focus on key situational analysis on the evidence base and data quality / assurance of the WASH sector in Zimbabwe and beyond the current KM efforts of the WASH team (10 days per product=20 days)

Reporting

6.  Timeframe

The consultancy will be for a total 110 days commencing on 1st of October 2018 and ending on the 31st of March 2019

7.  Consultancy Requirements

 Education

  • Advanced University degree in Statistics, Mathematics,

    Work Experience

  • At least five years of experience in quantitative and qualitative data analysis, program monitoring
  • Strong statistical skills including use of statistical software – Stata or SPSS
  • Possess strong interpersonal skills, and the ability to communicate efficiently and effectively
  • Possess initiative and a drive to achieve results
  • Demonstrated communication skills in English (both written and verbal)
  • Ability to work effectively in multicultural environment
  • Familiarity with UNICEF processes will be an added advantage.
