Background

The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations agency for Human Settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. In October 2016, at the UN Conference on Housing and Sustainable Urban Development – Habitat III – member states signed the New Urban Agenda. This is an action-oriented document which sets global standards of achievement in sustainable urban development, rethinking the way we build, manage, and live in cities. Through drawing together cooperation with committed partners, relevant stakeholders, and urban actors, including at all levels of government as well as the private sector, UN-Habitat is applying its technical expertise, normative work and capacity development to implement the New Urban Agenda and Sustainable Development Goal 11.

Urbanization across Somalia continues at a high rate, driven by population growth, migration, conflict and the impact of climate change. Urban centres are central places where basic social services such as water, health, education, public transport and roads are available. However, unmanaged urbanization continues to produce new sources of conflict over scarce resources such as water and urban land and other basic services.

In Somalia the number of Internally Displace People (IDP) has grown overtime, from less than 500,000 in 2005, to over 2 million in 2018. Displacement and conflict are profoundly intertwined. Conflict has actively contributed to displace populations, it has simultaneously undermined the rule of law and the capacity of state and local institutions to address the consequences of conflict and natural disasters.

The UN-Habitat Somalia Programme consists of various programmes and projects related to the current displacement crises in Somalia which largely is an urban crises too: namely Midnimo I and II, EU-Stabilization Project and Dhulka Nabaada. These programs and projects are aligned with broader durable solutions, peacebuilding and stabilization initiatives championed by different Federal Member States and the Federal Government of Somalia and supported by UN agencies and development partners.

“Midnimo II (Unity) – Support for the Attainment of Durable Solutions in Areas Impacted by Displacement and Returns in Galmudug and Hirshabelle States” is jointly implemented by UN-Habitat, IOM and UNDP.

Guided by the overarching principle of enhancing the capacity of government to lead – and for communities to drive and own solutions to displacement, Midnimo II aims at achieving the following outcomes :

  • Government structures and institutions at Federal, regional, district and community level are strengthened, more accountable and transparent and better able, to respond to the various needs of the population in the Federal Member States of Somalia, and in particular Hirshabelle and Galmudug.Communities are proactively engaging with the Federal Member States of Somalia, and in particular Hirshabelle and Galmudug, and benefitting from enhanced services

Midnimo II works in the following components :

  • Community Action Planning and Community infrastructure ;
  • Livelihood component, incl. Life Skills and Business Skills Trainings ;
  • Land Dispute Resolution and Urban Planning tools (urban profiles, city consultations, town plans) to reduce marginalization and increase community stabilization ;
  • Social cohesion activities to bring together IDP, host and returnee communities through sports, culture and arts.

Hereby, the Peace Building Funds supported Programme closely collaborates and aligns with the Joint Programme for Local Governance and Decentralized Service Delivery (JPLG).

 

Responsibilities :

Under the overall coordination of the Officer in Charge and under the direct supervision of the Midnimo II Project Manager, the National Programme Officer will perform the following duties :

Implementation of the Midnimo II Programme activities in Hirshabelle :

  • Support implementation of the consultation, communication and engagement strategy for the Midnimo II project including organizing stakeholder and public consultation meetings and workshops ;
  • Monitor the overall UN-Habitat Midnimo II implementation in Hirshabelle and propose improvements and changes when necessary, for example in relationship to JPLG, to deliver the workplan in time and high quality ;
  • Ensure proactive monitoring of the field activities, contributing to the timely implementation of the different project components ;
  • Coordinate with the local governments, technical staff from state ministries, district commissioners, community leaders and religious leaders upon implementation of workplan activities ;
  • Organize and facilitate community meetings as part of urban planning exercises incl. budget preparation and reporting ;
  • Organize data collection and validation for Urban Profiles and contribute to data collection for Community Action Plans ;
  • Review, collect and analyse spatial related information in the regional context to provide additional input for UN-Habitat’s research on urbanization and territorial development trends ;
  • Provide substantial contributions to urban planning reports, programme reports, newsletters, technical reports, social media messaging, and website updates.

  • Assist in the preparation and delivery of presentations to various groups in local authorities and state government, community groups, and other public and private agencies ;
  • Prepare and / or review and edit graphical analysis and designs such as maps, tables, charts, infographics, and displays to support planning projects ;
  • Monitor legislative and policy initiatives and implementation activities by the government including conducting research related to the implementation of Local Government Law, Development policies and plans, local spatial and strategic plans and related legislative initiatives ;
  • Work effectively with project related staff teams from the respective government departments, local authorities and the partner teams from IOM and UNDP with strong focus on livelihood, regional development, community action planning and settlement upgrading plans ;
  • Represent UN-Habitat in technical advisory teams and working groups in project cities for Urban profiles, Town consultations, town planning initiatives etc.

Aligning Midnimo project with JPLG activities :

  • Establish close working collaboration with the Ministry of Public Works in Hirshabelle and act as focal person between the ministry and UN-Habitat ;
  • Provide logistical and technical support for production of town maps and urban planning documents related to Midnimo activities ;
  • Assist in capacity and needs assessment of the Ministry of Public Works related to urban planning and closely align with planned JPLG activities ;
  • Assist in the recruitment process for hiring a JPLG coordinator Urban Planning at the Ministry of Public Works ;
  • Provide support and assistance for the implementation of JPLG workplan activitites, for example orientation trainings and drafting planning standards and guidelines, support for office equipment;
  1. Coordination and support functions to additional programmes / inter-agency coordination :
  • Assist in the integration of different programs and projects to utilize synergies and well-coordinated implementation processes; closely collaborat with UN-Habitat colleagues from EU-Stabilization Programme, Dhulka Nabaada, YES, JPLG and others, and local teams of partnering agencies with regard to project activity timing, workplan alignment and review, and visibility ;
  • Provide substantial contributions to internal and external research activities related to urbanization, displacement and local governance when required ;
  • Actively engage and offer critical inputs on issues of urban development at the regional shelter cluster group meetings and other cluster meetings when required ;
  • Coordinates and acts as focal person for UN-Habitat with the Regional Planning Officer UNSOM (Beletweyne).

Administration and support activities :

  • Pro-active supports establishment of operational UN-Habitat Johwar Office in close collaboration with National Programme Officer for EU Stabilization Programme that requires pioneering spirit ;
  • Coordinate and conduct general administration tasks in support of the Johwar office incl. participation in recruitment of new staff and consultants when required ;
  • Administrate UN-Habitat’s local financial account ;
  • Supervise local staff, promotes and organizes teamwork and a productive working environment that is inclusive, consultative and participatory ;
  • Support field missions of UN-Habitat staff and assigned consultants ;
  • Acts as liaison person to UNDSS for UN-Habitat in HirShabelle.

Work implies frequent interaction with the following: Counterparts, representatives and officials in national and local governments, officers and technical staff in the Somalia Programme, within UN-Habitat, IOM and UNDP and other UN agencies and UNSOM, non-governmental organizations and consultants.

Results Expected: Programmes/projects developed, managed, monitored and evaluated; effective management of local teams; well-reasoned written contributions and substantive innovated approaches for dealing with issues; and effective working relationships through internal and external communications, and strengthened partnerships with relevant parties.

 

Competencies :

Demonstrates integrity by modelling the UN values and ethical standards. Promotes the vision, mission, and strategic goals of UN-Habitat. Displays cultural, gender, religion, nationality and age sensitivity and adaptability.

 

Qualifications :

Education :

  • A first-level university degree in development planning, public administration, urban planning or civil engineering with specialisation into urban and regional planning and urban management ;
  • Advanced university degree (Master’s degree or equivalent) is an advantage.

Work Experience :

  • 4 years working experience (first level university degree) in development projects in a managerial position or similar position with responsibility for project management. Substantive experience in community mobilization, (local) governance, local economic development, financial management, urban planning and engineering ;
  • 2 years working experience (advanced university degree) in development projects in a managerial position or similar position with responsibility for project management. Substantive experience in community mobilization, (local) governance, local economic development, financial management, urban planning and engineering.

Language :

Strong written and oral skills in both English and Somali are a requirement.

Other skills :

Proven knowledge in project management, coordination and finance. Proactive, results oriented, independent, able to identify and carry out duties and responsibilities with minimum supervision. Mature, professional, supportive and cooperative in all matters within the work setting, problem-solving oriented. Maintain confidentiality with regards to all work-related issues.
