The RBM Partnership to End Malaria :The RBM Partnership is a global health initiative created to implement coordinated action against malaria. It mobilizes for action and resources and forges consensus among partners. RBM works mainly through Partner Committees (PCs) which formalize, consolidate and amplify the Partnership priorities of advocacy, resource mobilization, and country/regional support. Each Partner Committee is supported by a Partner Committee Manager employed by the RBM Management Team.The Country/Regional Support Partner Committee (CRSPC) provides a platform to engage the RBM Partnership community in coordinating support to countries and regions as they execute their malaria control and elimination implementation programmes. Support is tailored to suit the requirements and existing capacity in each country and region.

Two Sub-Regional Network Coordinators will support a sub-regional approach to ensure that collaboration by stakeholders is effective at the sub-regional level. This approach will be operationalized with sub-regional support to Eastern and southern Africa, as well as to Western and Central Africa, in close collaboration with existing structures and partners.  Each of these two sub-regional units will consist of a Sub-Regional Network Coordinator and a Coordination Officer working under the auspices of the CRSPC, to co-ordinate and facilitate communications and support between National Malaria Control Programmes (NMCPs) and partners within the sub-region.

Functional Responsibilities :

Reporting to the Country and Regional Support Partner Committee Manager, and working with the Sub-Regional Coordinator for West and Central Africa to coordinate and facilitate support to malaria endemic countries and to implement the approved CRSPC work plan, including to :

  • Support identification, administration and coordination of a global team consisting of about 50 consultants/experts for provision of technical assistance to West and Central Africa countries, as well as sub-regional approaches, in co-ordination with external Regional Economic Communities ;
  • Analyze and compile annual technical assistance needs following consultation with NMCPs in West and Central African countries ;
  • Prepare and disseminate the CRSPC West and Central Africa Work Plans, Budgets, calendar of events, plus monthly and annual progress reports ;
  • Update country and partner profiles, identify role players/ambassadors and help maintain a vibrant multi-sectoral forum ;
  • Assist countries to prepare for Global Fund applications, grant making processes and implementation including participating in country missions, as required ;
  • Contribute to the in-depth exercise of identifying needs and gaps through programmatic and financial gap analysis in the West and Central African countries ;
  • Support country resource mobilization efforts ;
  • Lead compilation and dissemination of reports on achievements, challenges and lessons learnt at country and regional levels ;
  • Any other duties as might be assigned by the RBM Secretariat, CRSPC and the Sub-Regional Coordinator.

Education :

  • Advanced university degree (Master or equivalent)  one of these areas – Public Health, Political Science, International Relations, Development Studies, Public Administration, Business Administration or related fields – is required ;
  • A Bachelor’s degree combined with two additional years of relevant experience may be acceptable in lieu of a master’s or equivalent degree.

Experience :

  • With master’s degree a minimum 5 years or with bachelor degree a minimum of 7 years of experience in coordination and management within the public health sector is required ;
  • Experience of working with International Coordination focusing on Malaria is desirable ;
  • Knowledge of malaria control and or other public health programmes in the West and Central Africa region is desirable.

Languages :

  • Fluency in oral and written English and French is essential ;
  • Knowledge of other UN language/s would be an asset.
 

Contract type, level and duration :


Contract type: International Contractor Agreement (IICA) ;
Contract level: International Specialist Level 2 (ICS10 equivalent) ;
Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
