Purpose of consultancy :

WCARO will hire a Consultant to provide technical support on the responsibilities assigned to Regional and Country Offices, for ensuring timely and quality implementation of activities outli-ned in the project document (Mixed Migration Project). Pending the recruitment of the Regional Coordinator, the office plans to recruit a consultant to support the start of the project.

 

Scope of work :

The Consultant will provide substantive support to the RO as the Mixed Migration Project regio¬nal focal point, ensuring quality and timely implementation of the project activities, outreach, and liaison with Country Offices, regional stakeholders and governments. Specifically the regional coordinator will :

  • Work closely with 4Mi and Country Offices for timely and efficient implementation of the project ;
  • Support stakeholders mapping in Niger, Burkina Faso and Mali, in preparation for project implementation and monitoring ;
  • Support the process of recruitment and training of enumerators in countries, and validation of data collection tools ;
  •  Oversee the ethical review process and clearance for the project implementation in Niamey (Niger), Bamako (Mali) and Ouagadougou (Burkina Faso) ;
  •  Contribute substantially to the review and data collection and analysis and write up of the final report as well as provide detailed feedback and edits ;
  •  Ensure that data obtained and analysis are shared and used to engage local and national govern¬ments, as well as regional stakeholders ;
  • Lead the organization of regional program integration workshops in WCARO ;
  •  Manage partnerships with governments and key stakeholders to ensure approvals, local and regional engagement ;
  •  Use and build on Owner-ship ‘of the information resulting from the project, as well as produce an early plan for translating the acquired findings into programs and policies.

Duration and working schedule: June – August 2019.

Place where services are to be delivered: Dakar, Senegal.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
The Consultant will prepare and submit final report at the end of the project (both in French and English).

  • Monitoring and progress control, including reporting requirements, periodicity format and dead¬line:
    The consultant shall closely work with the CO and 4M1, and provide quarterly reports on the progress of work to the Regional Office and HQ ;
  • Submit activity reports to the Regional office ;
  • Adhere fully to UNFPA M&E requirements.

Supervisory arrangements :

The Consultant will be supervised by the Regional Technical Advisor on Policy and Data! Expected travel:.
May be required to travel in some of the countries covered by UNFPA WCARO.

Required expertise, qualifications and competencies, including language requirements:

  • Advanced degree in demography/ Population data studies/statisties/research or relevant social science;
  • Proven research experience in population studies including on Migration;
  •  Proven experience in population surveys in the context of West and Central Africa
  •  Proven work experience in project management and/or advocacy
  • Excellent communications skills;
  •  Minimum 10 years of expel ice;
  •  Familiarity with UNFPA :c areas of population and development;
  • Experience working on youth, ace and security is an asset
  • Proven experience in organizin, workshops, side events or relevant outreach and advocacy events
