Organizational context :

WFP Cox’s Bazar is looking for an M&E Associate (M&E Database Management/COMET) to be based in Cox’s Bazar to assist with the work of the M&E unit in the implementation phase of WFP Bangladesh’s activities in Cox’s Bazar, with special focus on the Rohingya refugee response.  

Job purpose :

The position holder will work within the M&E Unit with a primary focus on database management for programme implementation data (outputs from planned beneficiaries and rations to actual assistance days and distribution sites; outcomes). Programme output monitoring is an essential element of WFP’s monitoring system, ensuring transparency and accountability at all stages of implementation. In order to enable accurate and consistent reporting on programme outputs and measuring efficiency and success of WFP’s programmes, WFP has developed its own corporate database (COMET) to consolidate all relevant key data on a single platform, linking inputs and budgets with outputs and outcomes. This data plays an essential role in reconciling data on food and cash/voucher distributions, informing programmatic decision making and is used for regular annual reporting to donors and other stakeholders. The Programme Associate (M&E Database Management)will be responsible for ensuring continuous, timely and accurate data entry into the COMET database by programme staff and produce regular monthly status reports on data entry. He/she will work in close collaboration with Programme and Logistics units to ensure accuracy and transparency and high data quality in all output reporting. Further he/she will provide database management support at Cox’s Bazar level, ensuring the availability of WFP programme implementation data for programmatic planning, decision making and reporting purposes. This includes developing new tools/databases to improve information management and availability and utilization of data on WFP’s Cox’s Bazar programmes.

The Programme Associate (M&E Database Management) will report directly to the M&E Officer and Head of Unit.

Key accountabilities (not all-inclusive) :

Under the direct supervision of the M&E Officer and overall guidance of Head of M&E, the Programme Associate (M&E Database Management) carries the following duties and responsibilities:

  • Regular communication with different programme units and implementing partners to ensure timely and accurate data entry and validation of output and outcome data in the corporate database and other available databases for overall tracking of programme performance;
  • Assist in implementing corporate M&E and data collection systems (COMET, SPRING, MDCA) in Cox’s Bazar;
  • Prepare regular status updates and reconciliation reports on data in COMET and other databases (corporate and others);
  • Conduct basic analysis of output monitoring data and provide inputs for M&E reports;
  • Conduct monthly and annual data reconciliation with Logistics unit to ensure data consistency and accuracy for the Annual Country Report;
  • Prepare and conduct trainings/workshops on database utilization and data entry to build capacity of relevant WFP and partner staff;
  • Liaise with programme, partnerships, reporting, communications units and avail monitoring data as required for M&E reports, donor reporting, regular reporting/information products, fact sheets, etc.;
  • Responsible for record keeping and filing of M&E unit. Maintain lessons learned and develop common knowledge/information base on best practices;
  • Assist in developing monitoring and reporting systems and tools/databases for overall tracking of WFP programme performance (ensuring consistency with country office database systems);
  • Prepare user manuals and SOPs for database users;
  • Responsible for deployment and installation of developed software systems at user level;
  • Ensure high level quality of M&E data (generated by partners or WFP) through occasional visits to partners and cross checking of the monitoring data;
  • Assist in organizing M&E surveys and studies and monitor the survey activities at the field level;
  • Perform other related duties as required.

Standard minimum qualifications :

Education:

University degree in Sociology, Social Development, Social Sciences, Computer Science or other relevant field

Experience:

A minimum of 5 years relevant professional experience preferably with a UN organization or international development organization/NGO, with at least 3 years in M&E and Database or Information/Knowledge Management positions

Language:

Very good written and oral communication skills in both English and Bangla
