Standard minimum qualifications :

Education :

First degree in Social Protection, Social Policy Economics, Agriculture, Development Studies, Nutrition and project Management or other related qualifictions

Experience :

At least 5 years experience in an International Organization or Government Unit responsible for project management. coordination strategic and planning and programme inplementation

Language :

Fluent in both written and spoken English.

 

Organizational context :

Despite Zambia’s continued and consistent economic growth, more than half of the population continues to live in poverty and face multiple vulnerabilities including those caused by effects of climate change and weather variability. With more than 40% of the population living in extreme poverty and unable to meet the cost of the basic food basket, the government of Zambia has prioritized Social Protection as a key strategy for addressing poverty and vulnerability. To  support this priority and ensure that government has the requisite capacity and systems to deliver  effective and efficient Social Protection , WFP working closely with other UN agencies and key line ministries and institutions such as the Ministry of Community Development and Social Services, the Office of the Vice President and the Disaster Management and Mitigation Unit, has been providing capacity strengthening support.

This support includes development of key systems payment and beneficiary registration systems of the Social Cash Transfer Programme, Mainstreaming nutrition into the delivery of social protection programmes, capacity building of government to undertake vulnerability assessment, design and develop disaster response mechanisms.  Therefore, the purpose of the position proposed under this ToR is to contribute to ensuring that government has the requisite capacity and skill to effectively implement key Social Protection and DRR activities that contribute to improved food and nutrition security outcomes.

 

Job purpose :

To provide support to policy and programme activities that effectively meet food assistance needs.

 

Key accountabilities (not all-inclusive) :

  1. Manage and coordinate the development and implementation of agreed programme activities to support the implementation of HGSM programme ;
  2. Coordinate the implementation of HGSM annual work plans between WFP and the Ministry of General Education (MoGE) ;
  3. Coordinate development and strengthening of key HGSM systems ;
  4. Oversee capacity building activities for the effective transition of the programme ;
  5. Support HGSM evidence generation and advocacy ;
  6. Support nutrition mainstreaming into the HGSM programme ;
  7. Support financial management and reporting for the HGSM programme ;
  8. Ensure close coordination and collaboration with all relevant partners to support the transition of the programme ;
  9. Be responsible for regular monitoring and reporting on all HGSM activities ;
  10. Support the development of project communications and reporting materials ;
  11. Coordinate the organization of key project events at all levels ;
  12. Provide technical and administrative guidance to the programme associate HGSM and the HGSM Officer based in MoGE ;
  13. Perform any other duties assigned.
