Standard minimum qualifications :

Education:

Advanced University degree in Journalism, International Relations, Public Relations, Communications or other relevant field supplemented by at least six years of post-graduate professional experience in Communication, Journalism, International Relations, or Public Relations.

Experience:

Minimum of eight years of relevant professional work experience in international development or humanitarian work.

Language:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

 

Organizational context :

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) and in Country Offices (COs). Job holders provide advice on communications issues, and analyse and interpret material of a complex nature.
In HQ, job holders report to the Director of Communications or the designate, and work in a specialist area of communications.
In RBs, job holders report to the Regional Director or the designate, with functional supervision from the Director of Communications or the designate. These roles manage communications for a region and coordinate all Communications Officers and focal points in the region to ensure the implementation of WFP’s global communications strategy is in liaison with HQ Communications.
In COs, these roles report to the Country Director, with functional supervision from the Regional Communications Officer. Job holders ensure that the CO communications activities serve WFP needs in the country of assignment, taking into consideration the overall regional communications plan and WFP’s corporate communications goals.

Job purpose :

To define and implement the country communications plan in line with the corporate communications strategy in order to maintain and enhance visibility for, and the reputation of WFP, and to support fundraising activities, ensuring alignment with WFP objectives.

 

Key Accountabilities (not all-inclusive) :

Within delegated authority, the Communication and Donor Relations Officer will be responsible for the following duties: –

  1. Lead a small team of Communications, Donor Relations and Reports staff, including developing work plans, monitoring performance against objectives and ensuring appropriate staff development to enable high performance ;
  2. Plan and implement communications campaigns that favourably impact the views of the public, opinion leaders and donors in order to raise WFP’s profile and support fundraising activities ;
  3. Ensure the effective design and delivery of communications products that effectively convey the desired message to targeted audience(s) ;
  4. Oversee a contact list of journalists and media outlets and ensure that a regular flow of news/information about WFP’s work is distributed to the media, and that reputational risks are identified and managed.
  5. Define a social media plan for the assigned area which leverages social media content, platforms, networks and partners, to enhance coverage and support of WFP’s activities ;
  6. Plan and deliver internal communications so employees understand and engage with WFP’s strategy and how they contribute to meeting WFP’s mission ;
  7. Consolidate and analyse media monitoring data, identifying trends and issues, presenting clear recommendations and influencing management to improve effectiveness of communications strategies ;
  8. Define performance indicators, and coordinate accurate and timely reporting, contributing to a WFP-wide view of communications activities that enables informed decision-making, evaluation of objectives and consistency of information presented to stakeholders ;
  9. Lead capacity building of WFP staff on all aspects of external relations and communications, ensuring appropriate training is delivered to staff, and provide advice up to the senior management level in order to ensure consistent, quality communications that deliver the desired impact ;
  10. Take responsibility for incorporating gender perspectives in all areas of work to ensure equal participation of women and men.

Leverages specialist expertise within team as a key input into strategy and oversees its implementation.
