WFP recruits a  Programme Policy Officer (105730) – Buea/Cameroun

Responsabilities :

The position will support the Head of Sub Office, the Emergency Coordinator and will work very closely with WFP Security Officer.

  1. Assist in exploring and facilitating humanitarian access and advise WFP on matters relating to the context and access strategies to support WFP’s operational responses and participation in UN coordination fora, such as the access working group ;
  2. Support the development and reinforcement of relationships and communication with national authorities and communities, relevant local and regional actors, and other humanitarian actors to secure humanitarian access, ensure context sensitivity and enable WFP’s operations ;
  3. Map areas accessible and inaccessible to WFP and support programmatic discussions and decision making on scale up of operations to vulnerable populations in hard to reach areas ;
  4. Collect, analyse, maintain and make available all relevant data, information, documentation and best practices on Protection of beneficiaries at the level of community outreach, targeting/registration and food distributions and liaise and ensure that WFP and partner staff are informed and trained on fundamentals and practices concerning protection ;
  5. Ensure that beneficiaries’ info/help desks are in place at distribution sites and that monitoring tools include questions to beneficiaries on whether they were exposed to any act of violence, coercion, deliberate deprivation or disrespect that undermined their safety, dignity and integrity from humanitarian actors or host communities, as well as that corrective follow ;
  6. up actions are taken on monitoring and WFP Helpline/Beneficiary Feedback Mechanisms findings ;
  7. Undertake regular field exploration and assessment missions to key vulnerable target areas and provide support and technical assistance to colleagues in sub-offices, including spending significant time at field sites, as required ;
  8. Support the identification and engagement of qualified strategic key partner NGOs/associations that have the required local network, community acceptance and capacities for outreach and access ;
  9. Prepare or contribute to the preparation of various periodic written reports and documents ;
  10. Support discussions, trainings, briefings, etc. about humanitarian principles and UN policies and frameworks to raise awareness of WFP staff and partners on these topics, as required ;
  11. Ensure protection concerns are appropriately incorporated into engagement strategies and implementation plans ;
  12.  Incorporate gender perspectives and ensure the equal participation of women and men in all areas of work.
  13. Perform other duties as required.

 

Education :

  • Advanced university degree (Master’s degree or equivalent) in political science, law, international relations, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Strong understanding of the UN’s policy guidance, such as on humanitarian principles, the program criticality framework, as well as the UN’s Security Management System.

 

Experience :

  • A minimum of five years of experience in government, multilateral organisations, United Nations or non-governmental agencies is required. Experience of direct engagement with affected populations and authorities required.

Knowledge and skills :

  • Ability to identify issues and judgment in applying expertise to resolve a wide range of problems ;
  • Ability to build strong working relationships under extremely challenging conditions, strong interpersonal skills and flexibility ;
  • Ability to professionally and clearly represent WFP, its humanitarian principles and character and operational responses.
  • Ability to conduct research, including ability to evaluate and integrate information from a variety of sources and assess the impact on WFP’s operations ;
  • Ability to work under extreme pressure, on occasion in a highly stressful environment ;
  • Shows pride in work and in achievements; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations ;
  • Works collaboratively with colleagues from across the organisation, particularly with programs, supply chain and security; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position ;
  • Develops clear goals that are consistent with agreed strategies ;
  • Identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.    

 

Language :

  • Fluency in English and French is required. Fluency in languages commonly spoken in the area of operation is beneficial (such as Bakweri, Pidgin, Bakossi, Balondo, Bafo, Oroko, etc.).
