Standard minimum qualifications :

Education:Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. Master is an asset.
Experience:Recognized and certified experience in the field of monitoring and evaluation, preferably with NGOs, UN agencies. A minimum of 3 years working experience in evaluation or monitoring field is a requirement.

Implementation and monitoring and evaluation of humanitarian/development programmes

Knowledge & Skills:Solid quantitative and qualitative analysis, capacity to crunch data and analyse in Excel, SPSS, Stata. Advanced IT literacy.
Languages:Fluency (level C) in English

Organizational context :

As a major part of WFP’s accountability framework, evaluations assess the performance and results of WFP’s policies, strategies, programmes, and activities for accountability and learning to inform future direction. The Evaluation Policy 2016-2021 aims to strengthen WFP’s contribution to ending global hunger by embedding evaluation into the core of its culture, ensuring evidence-based decision making in all its work. The newly established Regional Evaluation Unit in RBC also seeks support around the formulation of the Regional Evaluation Strategy and of the other work-streams established by the Corporate Evaluation Strategy. Moreover the recent Integrated Road Map (IRM) approach has substantially augmented the need for mainstreaming evaluations into WFP project design and planning.

Job purpose :

This position will support the Head of Unit Regional Evaluation Officer (REO) and RBC regional and country office management in meeting their responsibilities and accountabilities under the above-mentioned Policy and IRM requirements. Under direct supervision from the Regional Evaluation Officer, the Evaluation Analyst will be expected to: 1) support the update of the regional evaluation pland strategy in alignment with the ongoing inputs from the Regional Evaluation Committee; and to 2) support the REO in the provision of training, technical advice, quality support and assurance and coaching on evaluation across the Region, ensuring consistent application of the Evaluation Policy (2016 – 2021), 3) analyse and document progress of RBC into the implementation of the Corporate Evaluation Policy, 4) Jointly with the REO, disseminate knowledge and lessons learned from the programmatic evidence from evaluation, 5) oversee/review the status of evaluative work in the RBC region, 6) support evaluation partnerships at regional level within the UN reform framework.

 

Key accountabilities : (not all-inclusive)

  1. Analyse qualitative and quantitative data and provide inputs to the Regional Evaluation Strategy and the report/oversight tools developed by the Unit ;
  2. Support the Country Offices in RBC in the roll-out and conduct of Decentralized Evaluations at regional level (for all steps from planning to dissemination) ;
  3. Support the technical review team of corporate project cycle reviewing and commenting on documents such as Country Strategic Plan/Interim Country Strategic Plans, and Annual Country Reports on behalf of the RBC Evaluation Unit ;
  4. Support the coordination and consolidation of comments and inputs to centralized evaluations (strategic, L2/L3, regional portfolio etc.) on behalf of RBC ;
  5. Liaise with internal unit counterparts to ensure effective cross-functional collaboration ;
  6. Support the identification, development and management of regional evaluation partnerships to collaborative working leading to improved evaluation culture within the framework of the UN reform ;
  7. Provide support to  Country Offices on evaluation assisting them with analysis and queries. Where needed and when applicable the analysts is expected to travel to provide in-country management support to evaluation processes ;
  8. Provide the Head of Unit with periodic updates on key figures/data on evaluation for donor dissemination and reporting ;
  9. Maintain ownership and update of a tracking system for monitoring and managing decentralized evaluations management recommendations. Acting as the main master/focal point for the DE ;
  10. Disseminate evaluation findings through innovative methods (videos, infographics, bulletins) .

Other specific job requirements :

  1. A tracking system (excel or online dashboard) is developed by the incumbent to assist RBC in the tracking and management of DE evaluations and to track the status of implementation recommendations ‘’Status of Evaluation Tool’’ ;
  2. Focal point for all data entry/inputs on the corporate MIS and ACE systems ;
  3. Draft EFGS briefs, REVCO meeting notes and Executive Board briefs for RBC management ;
  4. One Regional Evaluation Factsheet/Bulletin is produced summarizing the status of evaluation progress ;
  5. Detailed minutes (5 pages) of Regional Evaluation Committee meeting defining key action points by functional area are developed and timely submitted (within one week of meetings) to the REO ;
  6. Workshop reports where applicable and when organized .

 

Desired experiences for entry into the role :

  • Has gained experience in implementing technical programs (i.e. nutrition, etc.) ;
  • Has implemented programmes and provided input into designing operations ;
  • Has provided input into policy discussions and decisions.
