Standard minimum qualifications  :

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language:

International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

Organizational context :

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

Job purpose :

Purpose of the position:

The purpose of this position is to prepare quality concepts notes, funding proposals and reports to donors as well as meeting corporate reporting requirements. The position holder will also function as the monitoring focal point for the Relief and Refugee outcome.  This entails working closely with the Monitoring and Evaluation unit in the design of tools and analysis of data for reporting purposes. Furthermore, it will be required to engage and assist external partners to undertake independent monitoring and surveys for WFP programmes as part of the Country Strategic Plan.

Under the Integrated Road Map, the WFP Kenya Country Strategic Plan will define WFP’s role and portfolio of assistance that is aligned with the Government of Kenya’s prioritized Development Goals. The Financial Framework Review will through an alternative budget structure enable alignment of resources with results to improve decision making and the Corporate Results Framework will guide the planning, implementation, monitoring and reporting on WFP’s programs in Kenya and measure management performance.

The primary purpose of this position is to ensure that WFP prepares quality concepts notes, funding proposals and reports to donors as well as meeting corporate reporting requirements.

The relationship with donors often depends on the quality of the reports they receive, including critical analysis of project monitoring data. Effective and efficient resource management must therefore be documented in view of meeting programme objectives, and having the expected impact for the beneficiaries. Donors may also require additional information, which should be reported in a timely and accurately manner to ensure that confidence in WFP operations is held high.

Given the strong linkages between reporting and monitoring, the position holder will also function as the monitoring focal point for Outcome 1. This entails working closely with the M&E unit in the design of tools and analysis of data for reporting purposes. Furthermore, it will be required to engage and assist external partners to undertake independent monitoring and surveys for WFP programmes as part of the CSP.

Duties, responsibilities & expected outputs (not all-inclusive) :

Preparation of funding proposals, donor reports and executive briefs: 60% :

  • The candidate must demonstrate strategic understanding of WFP’s vision for Outcome 1 as part of the CSP (2018-23) and collaborate closely with the Head of the Relief and Refugee Unit, the Reports Officer and the Donor Relations Unit to ensure that concept notes, funding proposals and reports meet the needs of WFP and the requirement of the donors ;
  • Excellent analytical – and writing skills will be required ;
  • Furthermore, the position holder must be flexible and able to navigate in an environment with changing reporting requirements as designed by key donors.

Draft and coordinate inputs for Annual Country Reports for Outcome 1: 15 % :

  • Annual corporate reports including ACR and inter-agency reports such as JAM.

Reviewing monitoring tools and training field staff on report writing: 20% :

  • As part of the CSP new monitoring tools have been developed for Outcome 1. To ensure that these are being applied appropriately, the staff member will assist in supporting training requirements for staff in both Kakuma and Dadaab ;
  • Support in the development of tools to monitor among other the implementation and effects un-restricted cash transfers and share tools with external evaluation partners ;
  • Translate monitoring findings into reporting templates ensuring that indicators are effectively reported in a uniform format.
DUTIES, RESPONSIBILITIES & EXPECTED OUTPUT (Not Inclusive) Part II :

Participate in coordination meeting both internally and externally: 5 % :

  • The position holder will often be required to take part in meetings including internal and external coordination meetings ;
  • The position holder will require periodically to travel to Kakuma and Dadaab to meet with partners and/or visit programme sites with partners, or in the capacity of filling in for colleagues or provide inputs to new initiatives and activities in the field.

Other:

  • Prepare funding proposals, donor reports and executive briefs ;
  • Draft and coordinate inputs for Annual Country Reports ;
  • Review data, monitoring tools and training field staff on report writing ;
  • Participate in coordination meeting both internally and externally.
