Organizational context :

The role is the Deputy to the Head of Sub-office and overall Head of Programme in the Sub-Office. The PPO must work closely with the Head of Supply Chain in the Sub-office to ensure efficient delivery of WFP assistance. The PPO must also coordinate closely with the Head of Security to ensure staff safety, especially when conducting monitoring activities, given the very volatile security situation in Dadaab. The PPO shall establish a close working relationship with various units in the Country Office on operational and policy matters in implementing WFP activities in the field, these include the Relief and Refugee Unit, Innovations, M&E, Supply Chain and Donor Relations.

Job purpose :

To provide support to policy and programme activities that effectively meet food assistance needs.

Key accountabilities (not all-inclusive) :

  1. The PPO is in-charge of effective delivery of WFP assistance. Successful implementation of the activities will require analysis of monitoring data collected by program and other staff, continues evaluation and analysis of information on new initiatives and provided guidance either in implementation or improvement to current process ,
  2. The PPO is required to understand WFP policies and guidelines and correct interpretation of the same to the staff and other relevant stakeholders (Partners, Government, Beneficiaries). Lack of clear understanding and proper interpretation will result to misuse or poor utilization of WFP assistance ;
  3. The PPO is expected to develop new concepts and ideas to improve the delivery of assistance, this might be by introducing of new technology in the system, as well as bring changes to any existing process or introduction of new ways of alleviating access to food in the refugee camp context ;
  4. As the Head of Programme in the Sub-office, the PPO is responsible of planning, coordinating and directing the program staff in the delivery of WFP activities in the sub-office. All these will require vertical and horizontal interaction with the country office team and sub-office.

Accountabilities :

  1. Deputy head of the sub-office. In-charge of all WFP activities in the absence of head of sub office ;
  2. Planning and coordination of implementation of WFP activities in the sub-office, these includes food transfers, self-reliant activities, new initiatives ;
  3. Participate in various inter-agency meeting, meeting the community leaders both from the refugee and host community ;
  4. Overall management of program staff, including coaching, mentoring and evaluation ;
  5. Preparation of various reports and briefs, these include monthly reports for the country office, donor briefs for missions.

Standard minimum qualifications :


Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language :

International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official

UN language :

  • Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional :

Fluency (level C) in English language and the duty station’s language, if different.
