Position title : Senior Technical Officer, Care and Treatment – 1 Position

Location : Lusaka FHI 360

Reports to : Advisor – Prevention Care and Treatment

FHI 360 is currently seeking qualified candidates for the position of Senior Technical Officer on the USAID Open Doors project. ODP project is a 5-year (2016-2021) USAID funded program targeting key populations with HIV prevention, care and treatment services in 8 districts across Zambia. The project has been extended for 15 months from October 1, 2021, to December 31, 2022.

Basic function :

Under the technical direction of the Advisor, the Senior Care and Treatment officer will provide leadership and management for the HIV/AIDS care and treatment technical components of the Open Doors project as a prevention strategy. He/she will provide technical oversight to site teams especially Health Care providers and psychosocial counsellors in provision of high-quality comprehensive HIV clinical care services including targeted HIV testing and counseling and linkage to care, family planning provision, STI screening and treatment, and other health-related services specifically for key populations, including sex workers, men who have sex with men, and transgender populations.  He/She will ensure availability of high impact HIV testing services and other health services for KPs and reduce leaks in the HIV prevention, care and treatment cascade to achieve the 95-95-95 targets.

Duties and responsibilities :

  • In consultation with Advisor provide overall supervision and quality assurance of HTC strategy and cascade ;
  • Provide technical assistance and capacity building on HIV care, treatment, and support for key populations by ensuring innovative and evidence-based programming ;
  • Lead the implementation and roll out of the HIV prevention, care and treatment strategy for the Open Doors Project ;
  • Provide technical support to implementing partners and key stakeholders in adaptation and implementation of routine HIV Testing, Self-Test, Sexual Index and Partner notification services (PNS), Social Networking Strategy to reach KPs within specific networks, PrEP and PEP ;
  • Lead the implementation of “test and start” strategy, case finding, addressing loss to follow-up and offering differentiated models of service delivery appropriate for different KP typologies ;
  • Conduct virtual/in-person capacity building for health care providers to reduce stigma against key populations and improve their clinical competency in providing appropriate health services to key populations using a human rights approach ;
  • Improve site level clinical monitoring and data use by teams at national and site levels to identify and address bottlenecks in real time, improve reporting on adherence, Viral Load monitoring along HIV cascades, repeat contacts and referral completion ;
  • Spearhead roll out standardized clinical monitoring and supportive supervision tools that clearly outline quality standards for each of the Open Doors clinical areas ;
  • Develop approaches to address the positive health dignity and prevention of key populations living with HIV ;
  • Participate in quality improvement and research related activities ;
  • Contribute to documentation and reports; quarterly, semi-annual and annual reports ;
  • Perform any other duties as assigned.

 

Knowledge, skills and abilities :

  • Knowledge of health and development programs in Zambia ;
  • Knowledge of QI/QA/QC ;
  • Experience and Ability to engage with government  ;
  • Experience or knowledge in designing and implementing key population focused HIV/AIDS prevention, care and treatment interventions, including approved HTS modalities and Algorithms in Zambia, PrEP. PEP, and ART guidelines and protocols  ;
  • Knowledge of Zambian clinical setting, including government and non-government settings ;
  • Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding KPs ;
  • Prior experience working on integrated reproductive health programmes including Family Planning, VMMC, STI management and GBV will be an added advantage ;
  • Ability to work well with others and to develop and maintain compatibility among project staff, consultants, and recipients of assistance ;
  • Good facilitation, training and supervision skills ;
  • Well-developed written and oral communication skills.

Qualification and requirements :

  • Medical Licentiate, Clinical Officer General or BSC nursing with at least 8 years in public health, including HIV/AIDS/FP/STI programs ;
  • A higher degree such as MPH will be an added advantage ;
  • Additional training in ART management in Zambia is desirable ;
  • Registered with the Health Professions or General Nursing Councils of Zambia (HPCZ/GNC) ;
  • Familiarity with Zambian public health system as well as NGOs and CBOs highly desirable ;
  • Prior work experience in a USAID funded project will be an added advantage.
