Junior Climate Change and Green Growth Consultant

 

  1. The Climate Change and Green Growth Department (PECG) of the African development Bank (AfDB), hereby invites Individual Junior Consultants to indicate their interest in the position “Junior Climate Change and Green Growth Consultant” ;
  1. Under the leadership and guidance of the Task Manager for this activity, and the general supervision and management of the Manager, PECG.2, the Junior Consultant’s core duties will include the following activities (please refer to the annexed Terms of Reference for more information) :
  • Support PECG on the overall management and implementation of the “building the capacity of African countries to access finance for sustainable energy projects from the GCF” initiative ;
  • Ensure collection and consolidation of project data and information as requested by the AfDB team, conduct basic analyses of AfDB data and prepare appropriate reports, with figures, tables, etc. ;
  • Monitor the initiative’s work programs and deliverables, regular database update, contribute to information management ;
  • Support the finance and accounting function of the “building the capacity of African countries to access finance for sustainable energy projects from the GCF” initiative, including: ensuring timely payments of all invoices and payment requests; periodical follow-up and reporting on the status of payments to all stakeholders; recording, updating and monitoring expenditure in accordance with the IATCF budget and the Bank’s procedures; keeping and maintaining daily updates of all records and financial transactions ;
  • Facilitate the preparation and logistical planning for various events, including conferences, workshops, meetings and missions of AfDB team and consulting firms ;
  • Support procurement requirements of the initiative ;
  • Support other climate change and green growth actions in synergy with the “building the capacity of African countries to access finance for sustainable energy projects from the GCF” initiative ;
  • Support cross-cutting initiatives of the Climate Change and Green Growth Department in particular, and the Bank in general ;
  • Perform any other duty assigned by the Task Manager of the “building the capacity of African countries to access finance for sustainable energy projects from the GCF” initiative, the Division manager and/or the Director.
  1. Interested consultants shall submit an expression of interest, emphasizing their qualifications and experience demonstrating their ability to carry out the assignment (relevant documents, information on similar services provided in the past, relevant experience, etc.) as well as their curriculum vitae ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the administrative budget of the Bank. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  1. The position will be based in Abidjan, Côte d’Ivoire, with possibilities of international travels for meetings. However, the consultant will be home-based until the Bank returns to office work systems. The duration of services is six (6) months, renewable based on satisfactory performance and project requirements. The expected start date is 1st November 2021. TERMS OF REFERENCE

JUNIOR CONSULTANT: CLIMATE CHANGE AND GREEN GROWTH

 

Background :

The Bank, with support from the India-Africa Technical Cooperation Fund (IATCF), is implementing a project to build the capacity of African countries to access finance for sustainable energy projects from the GCF, by strengthening national institutions, through training and south-south learning.

The intervention will enable African National Implementing Entities (NIEs) and target stakeholders to strengthen their capacities to access GCF funds and deliver high quality and impactful sustainable energy projects to under-connected populations, in line with the Bank’s goal to light up and power Africa, and the India’s International Solar Alliance initiative.

The project will further support south-south learning exchange visits for three NIEs. The following activities will be carried out: (1) development of training tools and materials for small and medium scale sustainable energy projects; (2) training of key stakeholders; 3) concept note development and south-south learning exchange visits to strengthen the capacities of African institutions to develop sustainable energy projects for submission to the GCF.

The Climate Change and Green Growth Department (PECG) of the African Development Bank, mandated to effectively mainstream climate change and green growth into Bank’s procedures and operations, in line with the Bank’s High 5s, the 2013-2022 Strategy and Climate Change Action Plan for 2016-2020 (CCAP2) and to harness climate finance opportunities in Africa is responsible for the implementation of this project.

The Renewable Energy and Energy Efficiency Department (PERN) of the African Development Bank, responsible to promote the development of renewable energy across Africa, creating a framework for cost effective integration of renewable energy in the energy mix of countries and supporting the development and implementation of bankable projects, is technically supporting the implementation of this project.

The Climate Change and Green Growth Department (PECG), hereby invites individual junior consultants to indicate their interest in the position “ Junior Climate Change and Green Growth Consultant” to support the implementation of the initiative “building the capacity of African countries to access finance for sustainable energy projects from the GCF”.

 

Objective of the Consultancy :

The main objective of the consultancy is to support the implementation of the initiative to build the capacity of African countries to access finance for sustainable energy projects from the GCF. The consultant shall provide project management, administrative and technical support to the Bank’s team, to ensure timely completion of project activities and adequate reporting.

 

Key Tasks :

The Junior Consultant will support PECG.2 and work under the leadership and guidance of the Task Manager for this activity, and the general supervision and management of the Manager, PECG.2.

His/her core duties/responsibilities will include the following :

Qualifications and Experience : 

  • Minimum of a master’s degree (or equivalent) in climate change, environment, natural resources management, international development, sustainable development, geography, economics, business administration, project management or any other related field ;
  • Minimum 2 years and maximum 4 years of relevant experience (maximum 32 years of age at the time of the application) ;
  • Good knowledge of and some experience in specialized operational support functions (project management, database management, knowledge management, task management, major event/course planning, etc.) and ability to assist in applying relevant procedures, processes and systems ;
  • Knowledge of multilateral development banks and public or private financial institutions; and familiarity with development activities, including with the working of international organizations ;
  • Experience in research and developing technical content of project proposals for climate finance or similar multilateral funds ;
  • Be results-oriented, team-oriented, eloquent analyst with attention to detail, and persuasive communicator with excellent writing skills ;
  • Ability to work both independently, with minimum supervision and in teams; as well as ability to collate the work done by the administrative staff on the project ;
  • Have excellent technical and analytical skills, good organizational skills and ability to prioritize and deliver assignments in a timely manner and under tight deadlines ;
  • Knowledge of NDCs and/or climate change issues in Africa and Climate finance instruments managed by AfDB would be an advantage ;
  • Competence in the use of standard Microsoft Office applications (Word, Excel, Access, PowerPoint) – knowledge of project management tools would be an advantage ;
  • Proficiency in either English or French (both written and oral) and a good working knowledge in the other – Proficiency in both languages would be an advantage ;
  • Be willing and able to travel internationally for meetings and other assignments.

Contract Duration and Duty Station :

The position will be based in Abidjan, Côte d’Ivoire, with possibilities of international travels for meetings. However, the consultant will be home-based until the Bank returns to office work systems. The duration of services is six (6) months, renewable based on satisfactory performance and project requirements. The expected start date is 1st November 2021. A precise work program will be agreed with the Task Manager on commencement of the assignment.

Remuneration :

The proposed remuneration will be defined based on the candidate’s financial proposal in compliance with available funding and the Bank’s established remuneration scale considering requisite qualifications and experience.
