UNICEF in China promotes policies and laws that better deliver on children’s rights. We have about 100 staff members working with the Government of China and other partners to ensure that the benefits of the country’s development reach the most vulnerable children.

The Child Protection Programme has been working with the Government, businesses, think tanks, communities to strengthen the integrated child protection system that prevents and responds to all forms of violence against children. This is being done through (a) further reforms of the legal and policy framework to create an enabling environment for addressing violence against children, including by strengthening child online protection; (b) demonstrating effective and quality preventative and response services for potential scale-up through establishing an integrated child protection service model; (c) strengthening the workforce including by increasing the capacities of social workers, teachers, healthcare workers, the police and the judiciary on early identification and response; (d) increasing the awareness and promoting positive behaviours and social norms amongst parents, caregivers and community members to protect children from violence and to increase demand for protection services; and (e) develop a comprehensive mechanism involving regulatory bodies, the information and communication technology (ICT) industry, educators, children and families to prevent and respond to risks that children encounter on the internet.

Children with disabilities are among the most vulnerable children that the current Country Programme (2021-25) of the China Country Office (CCO) is addressing in a cross-cutting manner, by promoting early detection and referral to services, a nurturing environment at home and at school, access to community and social life, and by combatting barriers such as stigma and discrimination. The Child Protection Section leads the Task Force that provides quality assurance and monitoring to Disability Inclusive Programming (DIP).

 

How can you make a difference?

Under the overall guidance of the Chief of Child Protection and direct supervision of the Child Protection Specialist, the Child Protection Officer will provide technical support to strengthen the child rights-based programming of UNICEF China with a focus on inclusion of children with disabilities, support programme development and planning on addressing Violence Against Children (VAC), and ensure effective management, dissemination and use of knowledge and evidence.

The Child Protection Officer provides professional technical, operational and administrative assistance throughout the programming process for the child protection programmes/projects through the application of theoretical and technical skills in researching, collecting, analyzing, and presenting technical programme information while learning organizational rules, regulations and procedures to support the development and formulation of the Child Protection Programme within the Country Programme.

You are expected to make a difference by delivering the following duties and responsibilities :

1. Support to programme development and planning :

  • Research and analyze regional and national political, protection, social and economic development trends regarding VAC and disability inclusion. Collect, analyze, verify, and synthesize information on VAC and disability inclusion to facilitate programme development, design and preparation ;
  • Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness and relevancy of information ;
  • Facilitate the development and establishment of sectoral programme goals, objectives, strategies, and results-based planning through research, collection, analysis and reporting of child protection programmes and other related information for development planning and priority and goal setting ;
  • Provide technical and administrative support throughout all stages of programmeming processes by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results based planning and monitoring and evaluation of results.Prepare required documentations and materials to facilitate the programme review and approval process ;
  • Support the Disability Focal Point in different programme areas across the Child Protection Section and China Country Office in promoting disability inclusion ;
  • Technically support sections in strengthening the inclusion of children with disabilities in their programmes through e.g., research, identifying and sharing good practices from other countries, assisting with design of programme interventions and results frameworks ;
  • Provide support to advocacy efforts on DIP, in coordination with the Chief and sections.

2. Programme management, monitoring and delivery of results :

  • Work closely and collaboratively with colleagues and partners to collect, analyze and share information on implementation issues, suggest solutions on routine programme implementation and to submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions focusing on VAC and disability inclusion. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned ;
  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with the government and other counterparts, and prepare minutes/reports on results for follow up action by higher management and other stakeholders in the field of VAC and disability inclusion ;
  • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets) focusing on VAC and disability inclusion, verifying compliance with approved allocation, goals, organizational rules, regulations, procedures, donor commitments, and standards of accountability and integrity ;
  • Support monitoring of the disability inclusive programming (DIP) strategy, providing technical assistance to further strengthen inclusion in our child protection, education, health and social policy programmes, and providing support to the work of the DIP task force ;
  • Report on issues identified to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution ;
  • Prepare inputs for programme and donor reporting.

3. Technical and operational support to programme implementation :

  • Undertake field visits and surveys, and collect and share reports with partners and stakeholders ;
  • Assess progress and provide technical support and/or refer to relevant officials for resolution ;
  • Report on critical issues, bottlenecks and potential problems for timely action to achieve results ;
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in child protection, to support programme implementation.

4. Networking and partnership building :

  • Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on child protection ;
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes ;
  • Draft communication and information materials for CO programme advocacy to promote awareness of VAC and disability inclusion, establish partnership/alliances and support fund raising for child protection programmes.

5. Innovation, knowledge management and capacity building :

  • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders ;
  • Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results ;
  • Research, benchmark and report on best and cutting edge practices for development planning of knowledge products and systems ;
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients and stakeholders ;
  • Document good practices from China for sharing with other countries and collect good practices from other countries for sharing in China regarding VAC and disability inclusion ;
  • Facilitate China Country Office’s and Child Protection Section’s different review and reporting activities, including Mid-year Review, Mid-term Review, Core Standard Indicators (CSIs) reporting, and RAM (Results Assessment Module) reporting ;
  • Maintain a database/library of evidence reports, papers, and other information and knowledge products to support the work of the Child Protection Section ;
  • Ensure knowledge and information generated by the Child Protection Section are stored in a safe and effective, and, where required, confidential manner.

Impact of Results :

The efficiency and efficacy of support provided by the Child Protection Officer to programme preparation, planning and implementation, contributes to the achievement of sustainable results to create a protective environment for children against harm and all forms of violence, and ensures their survival, development and well being in society. Success in child protection programmes and projects in turn contributes to maintaining and enhancing the credibility and ability of UNICEF to provide programme services for mothers and children that promotes greater social equality in the country.

 

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: human rights, social and behavioral science, psychology, sociology, anthropology, education, law or another relevant technical field ;
  • A minimum of one year of professional experience in one or more of the following areas is required: human rights, VAC, or children with disabilities programming, technical advice or advocacy. Extensive network with the communities and organizations of persons with disabilities ;
  • Experience in programme management and monitoring and knowledge management is an asset ;
  • Relevant experience in a UN system agency or organization is considered as an asset ;
  • Fluency in Chinese and English is required
