Expertise France is the public agency of international technical cooperation.

The agency intervenes in four main axes :

As part of a project to facilitate business and regional economic integration, Expertise France is hiring a project coordinator.

Sector: Business Facilitation and Regional Economic Integration

Project name and description: Technical Assistance Facility (TAF) for improving the business environment and wider investment climate through a structured dialogue.

Global commitments such as the United Nations 2030 Agenda for Sustainable Development and COP21 put great emphasis on the role of the private sector to achieve inclusive and sustainable growth. Official development assistance can therefore be used to leverage public and private investments to this effect in particular by facilitating structured dialogues. Such dialogue brings together regional and national public institutions with local and international private sectors in order to improve the wider business environment to foster investments.

Several communications from the EU Commission, notably « A Stronger Role of the Private Sector in Achieving Inclusive and Sustainable Growth in Developing Countries”, « European External Investment Plan » and “new Africa- Europe Alliance for Sustainable Investment and Jobs; Taking our Partnership for investment and jobs to the next level” set the bases for a new strategic approach to private sector development by combining investments with technical assistance and business environment reform. Additionally, the ACP-EU Council of Ministers meeting of Nairobi in June 2014 adopted a Joint Cooperation Framework for Private Sector Development (PSD) support in ACP countries, outlining a comprehensive approach for future PSD in ACP countries.

Within this context, the objective of this Technical Assistance Facility is to promote inclusive and sustainable growth with decent job creation in ACP countries by supporting ACP partner countries and regional institutions in their private sector structured dialogue process to create a more conductive business environment and investment climate.

The Facility will be demand driven and will aim to deliver the following results :

  • Output 1: Business environment and investment climate improvement initiatives resulting from the formal and informal private and public sector dialogue process are supported, with a special focus on strategic ACP value chains ;
  • Output 2: ACP Regional and national Development Financial institutions (DFIs) are strengthened in their capacities to participate in the identification, preparation and implementation of investment pipelines through traditional as well as blended finance instruments ;
  • Output 3: Effective and innovative instruments, lessons learned and best practices are compiled, mainstreamed with national and regional ACP partners and advised on through the technical assistance facility.

Expertise France is looking for an expert who will ensure the appropriate planning, supervision and technical inputs of all activities undertaken by Expertise France under this Facility, in closed collaboration with the Project Management Unit based in Brussels.

 

Mission :

Under the supervision and guidance of Expertise France Project Manager and of the Business Facilitation and Regional Economic Integration Head of Unit (based in Paris), and in closed collaboration with the Project Management Unit based in Brussels, the expert will be responsible for the overall steering of the work and activities led by Expertise France under this project. Based in Paris, with frequent missions to Brussels and occasionally to ACP countries, she/he will :

  • Develop, steer and adjust activities undertaken by Expertise France under this Facility ;
  • Develop action plans and identify a pool of potential partners, experts and service providers to be involved in the implementation of the activities ;
  • Draft ToRs and involve short-term experts where appropriate and in coordination with Expertise France Project Manager and Project Assistant ;
  • Ensure quality control and appropriate implementation of the activities :
  • Provide, when possible, technical assistance, training and capacity building activity in her/his field ;
  • Be responsible for adequate administrative and financial management, in line with Expertise France’s procedures and in collaboration with the Project Assistant ;
  • Contribute to contractual progress and annual reports and to Expertise France’s internal reporting ;
  • Ensure regular high-quality reporting on project activities to Expertise France team in Paris and the Project Management Unit in Brussels and proper collaboration with local authorities and partners ;
  • Contribute to communication and visibility actions ;
  • Ensure appropriate monitoring of the Facility’s indicators and contribute to knowledge management (lessons learned, best practises) and dissemination ; and Perform any other task requested by Expertise France.

Qualifications and skills :

  • University degree (BA or MA or equivalent) in finance, economics, business administration or any other relevant disciplineb ;
  • Good knowledge of challenges related to private sector development in ACP ;
  • Understanding of financial sector issues and products and good knowledge of the roles and operations of a Development Financial Institution (DFI) ;
  • Capacity to develop long term strategic objectives and distinct steps to meet those objectives ;
  • Excellent reporting and writing skills ;
  • Demonstrated ability to exchange with all institutional levels/ high-ranking dialogue partners ;
  • Ability to work in a team ;
  • Capacity to work under pressure ;
  • Ability to communicate effectively ;
  • Demonstrated negotiating, cultural sensitivity and diplomatic skills ;
  • Fluency in English and French; knowledge of Spanish would be an asset.

Professional Experience  :

  • At least 5 years of working experience in relation to financial and/or private sector development ;
  • At least 3 years of working experience in international cooperation and/or project management ;
  • Experience in advising organisation and in providing technical assistance ;
  • Proven experience of working in a multi-cultural environment ;
  • Experience in in ACP countries would be an asset.

Salaire / Indemnité :
