Project Description 

The USAID Tunoze Gusoma (Schools and Systems) activity will strengthen the education system to enable all pre-primary and lower primary school and classroom environments to be of high quality, inclusive, and focused on the learning of foundational reading skills.

Specifically, the five-year activity will improve learning outcomes by focusing on increasing Kinyarwanda literacy skills of boys and girls through primary 3 (P3) through four intermediate results: (1) Pre-primary education system enhanced to develop, promote and improve emergent literacy, (2) Lower primary reading classroom instruction improved, (3) School environments improved for increased lower primary reading outcomes, and (4) Education management systems strengthened for improved literacy outcomes. Tunoze Gusoma will include a focus on learning for children with disabilities to ensure project approaches reach all children.

Position Description

The E-Learning Coordinator position is a new technical position on the new ICT/e-learning team of 3 staff designed to provide solutions to the recurrent ICT challenges associated with the project mandate of delivering ICT-supported continuous professional development to over 39,000 pre- and lower primary teachers and their school leaders. Working under the Senior ICT & E-Learning Specialist’s supervision, the e-learning Coordinator will support and work in close collaboration with IR1,2,3 technical leads to coordinate the technological aspects of the implementation of the blended learning CPD in the field. S/he will work closely with DDCs to provide training and strategies to support teachers’ needs on their blended CPD journey. He will be the main person to support ICT focal teachers, conduct regular meetings with ICT Interns at the district level, follow up discussions on ICT focal teachers’ online discussion group, provide responses to CPD blended learners and report technological challenges to the e-learning advisor. S/he does the follow up teachers’ progress on the REB e-learning system and contributes to the production of the digital content when needed.

Job Summary/Responsibilities

  • Works closely with the Senior ICT and e-learning specialist to mitigate the technological challenges that may arise during the implementation of CPD blended training.
  • Collaborate with DDCs and ICT district interns to follow up teachers’ progress on the REB e-learning and address technological challenges that CPD blended learners are facing.
  • Provide guidance and support to teachers, teacher coaches and school leaders as they navigate online learning environments.
  • Troubleshoot technical issues related to online course delivery and access.
  • Set up and manage forums on messaging applications.
  • Provide technical support to ICT focal teachers and end-users of the e-learning platform.
  • Track student progress and provide support to students as they complete online courses.
  • Evaluate the effectiveness of the eLearning program and make recommendations for improvements.
  • Follow up discussions on ICT focal teachers’ group, provide responses to their questions and report pending issues to the eLearning program advisor.
  • Documenting frequently asked questions and issues.
  • Conduct targeted field visits and troubleshoot ICT technical issues that ICT focal teachers are facing.
  • Executes any other tasks as assigned by FHI360/and or supervisor.

 

Required Qualifications

  • A bachelor’s degree in technical field relevant to e-learning such as ICT in Education and Training.
  • At least minimum 3 years’ experience in the design and delivery of virtual learning solutions using synchronously and asynchronously web-based formats preferably in the education sector.
  • Strong organization and administrative skills, with ability to work independently or with a team.
  • Strong skills in Microsoft (Word, Excel, Powerpoint, Publisher), mobile applications, e-learning platforms
  • Extensive knowledge of backup procedures and security best-practices on Moodle systems
  • Experience with CLI for server configuration
  • Knowledge of MINEDUC/REB distance education systems preferred.
  • Excellent oral and written communication skills in English and Kinyarwanda required.
