FHI 360 is currently recruiting for the position of Technical Director for an anticipated five-year USAID project, West Africa Strengthening Regional Peace and Stability (WA SRPS) Project, with a budget of between $45-$49.5 million.  The purpose of this program is to enhance the ability and efforts of West Africans to prevent and counter violent extremism, address conflict and fragility drivers and improve stability.

Job Summary:

The Technical Director for Sub Purpose (SP) 1 (Strengthened Capacity of regional institutions and government to effectively address vulnerability factors and the risks of instability, including governance challenges and populations’ grievances that make communities more prone to violent extremism influence) will oversee the implementation and technical quality of tasks under SP 1 and will support and advise the Chief of Party (COP) and Deputy COP and other project staff on various technical fields related to SP1 (e.g. preventing and countering violent extremism (P/CVE), Women Peace and Security (WPS), peacebuilding, conflict mitigation and resolution, addressing fragility, and gender, youth and social inclusion) and designing and adapting relevant approaches for SP1 activities. Building on his/her understanding of ongoing efforts in the region and P/CVE expertise, the Technical Director will provide strategic technical oversight and direction to the five-person SP1 Team for the development, coordination, and implementation of complex and diverse sets of interventions to produce the SP1 outputs and outcomes. The Technical Director will coordinate closely with the priority units within the G5 Sahel and ECOWAS, and with the SP1 team, to ensure that SRPS delivers high-quality technical assistance that is informed by an understanding of the regional institutions’ needs, priorities, and entry points as well as an understanding of the region’s conflict and VE context and dynamics. The Technical Director will contribute to high quality contractual deliverables. S/he will report to the DCOP and will collaborate with the Technical Director for SP2 as well as the MEL, grants, and finance and operations teams. The Technical Director for SP1 will ideally be located in the SRPS office in Nouakchott but may also be located in one of the other Sahel or Coastal West African states targeted by WA SRPS.

Primary Responsibilities:

• Serves as the technical lead on WA SRPS activities contributing to Sub-Purpose 1. Provides strategic technical oversight and direction to the five-person SP1 Team for the development, coordination, and implementation of complex and diverse sets of interventions to produce the SP1 outputs and outcomes.
• Ensures high quality technical deliverables—including contributions to workplans and quarterly and annual reports—are developed on schedule and within budget parameters.
• Coordinates closely with the priority units within the G5 Sahel and ECOWAS, and with the SP1 team, to ensure that SRPS delivers high-quality technical assistance that is informed by an understanding of the regional institutions’ needs, priorities, and entry points as well as an understanding of the region’s conflict and VE context and dynamics.
• Develops and implements processes and procedures to achieve SP 1 results and provides direction to ensure technical activities are compliant with client agreements, government regulations and FHI 360’s policies and procedures.
• Responds to client requests and questions on SP 1 technical matters and ensures timely drafts and submissions of consents, approvals and/or waivers.
• Collaborates with the MEL, grants, and finance and operations teams to ensure the effective implementation, monitoring and evaluation SP 1 activities.
• Promotes project success by collecting, writing, and distributing success stories, case studies, photos, and outreach at events and supports knowledge management within the project.
• Supports performance management and professional development of direct reports, including ongoing feedback, coaching and career support.
• Identifies and consults with COP and DCOP on technical recommendations.
• Performs other duties as assigned.

Minimum Requirements:

• Master’s Degree or its International Equivalent in civil society, peacebuilding, conflict mitigation, international development, or other related field.
• Minimum of 10 years’ professional experience, including 8+ years or leadership and/or line management experience.
• At least four (4) years relevant experience providing strategic-level input and advice related to P/CVE, WPS, peacebuilding, conflict mitigation and resolution, addressing fragility, and/or gender, youth and social inclusion;
• Familiarity with G5 Sahel and ECOWAS units and strategies for peace and P/CVE;
• Understanding of the USG Strategy to Prevent Conflict and Promote Stability and USAID CVE policy and approach and the VE and conflict context in the Sahel and Coast States;
• Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
• Master’s degree or international equivalent from an accredited university in a relevant field such as conflict resolution, international development, law, political science, economic development or related social sciences; Master’s degree preferred.
• Fluency speaking, reading and writing in English or French, with a minimum of professional proficiency in the other;
• Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively in team situations, as well as mentor staff;
• Outstanding written, editorial, and verbal communication skills;
• Must have strong supervisory and organizational skills; and
• Strong negotiating, decision making, and problem-solving skills.

Availability of position is contingent upon award to FHI 360. Selection of final applicant is subject to USAID approval.
