Context :

Under the direct supervision of the Chief of Mission in IOM Mali, and in close coordination with the relevant Heads of Units at IOM Mali, the Regional Office (RO) in Dakar and the Displacement Tracking Matrix (DTM) Support Unit in Geneva, the successful candidate will be responsible for overseeing all DTM related activities including , coordination, supervision and implementation in Mali, funded by various donors.

Core Functions / Responsibilities :

  1. Monitor effectiveness  of  existing  DTM  mechanisms,  including  mobility  tracking,  flow monitoring, site assessments, and other information gathering systems and propose and implement, in coordination relevant units and the Regional Office, necessary modifications and development of improvements where needed, ensuring proper documentation for each tool.
  1. Participate in field assessments in order to gather timely information with multi-layered data collection techniques – on displacement, population mobility, movement flows, and any other sources of data required, – as well as provide technical support to sub-offices on DTM issues.
  2. Organize and conduct internal and external capacity-building activities on topics related to DTM and internal displacement.
  3. Support the implementation of Displacement Tracking Matrix (DTM) related projects and programs.
  4. Supervise DTM support staff, , provide guidance and with respect to compiling DTM data and offer assistance to other units to support their information management needs.
  5. Perform preliminary analysis of DTM data and generate required reports and information management products.
  6. Share concise analytical reporting in regular intervals in the form of dashboards, mapping and other narrative reports on general mobility trends as well as specific research.
  7. Facilitate the provision of timely, accurate, standardized, and adequate information to all relevant stakeholders regarding movements, new displacements, mobility trends, and conditions in return/relocation areas, as well as the situation of vulnerable groups including children, elderly, and disabled persons.
  8. Monitor DTM-related project budget expenditures, tracking and following up on updated donor reporting of DTM projects.
  9. Participate in meetings related to DTM and provide data support for decision making and cluster coordination as required.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Information and Computer Sciences, Information Management, Demography, Statistics, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with at least four years of relevant professional experience.

Experience :

  • Proven experience in Information management in emergency crisis response in the field, post conflict and other displacement situations;
  • Experience with population databases and migration thematic;
  • Advanced skill and experience on data management and knowledge of GIS;
  • Advanced use of excel and/or access.
  • Mastery of statistical tools (Statistical Package for the Social Sciences (SPSS), R or Stata)).
  • Proven experience in writing technical requirements documents, translating specifications to technical briefs for data capture/analysis and compile diverse datasets.
  • Understanding and respect of IOM’s data protection guidelines;
  • Experience in design of tools and software development;
  • Working knowledge of DTM tool(s);
  • Experience in West and Central Africa.

Languages :

  • IOM’s official languages are English, French and Spanish.
  • For this position, fluency in English and French is required (oral and written). Working knowledge of local languages, and/or Spanish is an advantage.
  • Accredited Universities are the ones listed in the UNESCO World Higher Education Database (https://whed.net/home.php).
