Context :
The World Food Programme Country Office in MAdagascar is seeking talented candidates to apply for Senior Procurement Associate SC-7 based in Antananarivo
Duties :
The procurement associate will be responsible for driving WFP’s efforts towards Common Procurement Services under the Business Operations Strategy. The objective is to improve business operations through elimination of duplication of processes, leveraging common buying positions of the UN and exploiting economies of scale. The position will further analyse internal procurement of food and non-food items with view of continuous performance improvement and cost savings.
The procurement associate will be under supervision of the Head of Procurement. The position will coordinate closely with UN agencies, chiefly through the OMT procurement sub-group.
The incumbent will carry out the following objectives and tasks:
- Identify and implement investments and projects for improving business operations through Common Procurement Services
- Conduct a needs and opportunities analysis for further common procurement services solutions and harmonization of operations.
- Based on the analysis build business case for promising opportunities identifying investment and resource requirements and cost savings target.
- Ensure buy-in and approval of projects through the OMT procurement sub-group. Implement approved projects and follow-through.
- Report on progress and track key performance indicators, outputs and outcomes.
Analysis of internal Procurement performance, tracking Key Performance Indicators, and reporting on the status of Purchase Requests and Purchase Orders
- Analyze purchase requests and timing of recurring purchases with view to rationalize purchases through the annual procurement plan.
- Identify opportunities for cost savings and/or service level improvements.
- Maintain weekly report on Purchase Requests and Purchase Orders for food and non-food items. Report on a weekly basis.
- Establish Key Performance Indicators for the procurement unit. Track KPIs in the weekly report.
- Establish a database tracking price development for food, goods and services. Report monthly on price trends, seasonality effects, and advice on opportune moments for procurement.
Assist in procurement of food, goods and services and projects
- Act as alternate for procurement associates responsible for procurement of food, goods and services.
- Assist in in procurement of food, goods and services in periods of peak demand.
- Participate as procurement specialist in cross-functional projects.
- Other relevant procurement duties as specified by supervisor
Profil :
Qualifications :
- At least 3 years progressively responsible professional experience in procurement within the humanitarian sector.
- Ideally the staff member should have experience in:
- Good understanding / experience of UN agencies
- Analysis of procurement performance
- Project management
Languages :
- Fluency in French (proficiency/Level C) and Working knowledge (proficiency/Level B) of English is required.
Language: General Service (Headquarters) Fluency in French and in English language.
