Job Description

This UNDP strategy on Governance, Responsive, Institutions, Civic Engagement (GRICE) presents the organization’s offer of seamless and integrated services to support programme countries as they formulate and implement national plans for effective governance to achieve inclusive and sustainable growth and full and productive employment, particularly focusing on the sectors of society left behind. Three broad priorities have been identified as critical for enabling countries to achieve this goal: namely – Integrated policy and planning for sustainable and inclusive growth; supporting employment and wealth creation, decent work and redistributive programmes to address poverty, inequality and exclusion; and mobilizing and scaling up financing for enabling the transition to sustainable and inclusive growth.

In each of these three areas and based on UNDP’s own mandate and areas of comparative advantage, specific policy and programmatic options have been identified. In line with its Country Programme Document, UNDP Namibia recently developed its: Governance, Responsive, Institutions, Civic Engagement (GRICE) portfolio. The GRICE Portfolio seeks to enhance public institutions oversight function and support Government’s effort to deliver efficient quality services to its citizens.  The portfolio will focus on, inter alia, increased citizens voice and agency for enhanced public accountability and promoting transparency; knowledge-based research & innovation for evidence driven and responsive frameworks for accelerated achievement of the SDGs. The underlying principle of the portfolio is to leave no one behind through inclusive and representative approaches toward gender mainstreaming and disability inclusion.

Building on previous, and leveraging existing initiatives, the GRICE portfolio aims to deliver the following main results:

1. Advanced decentralization for empowered regional and local government to enhance service delivery.  Decentralization brings services and decision-making closer to citizens and opens a wide window for active community participation that is essential to empower transparency at the local level by enabling a role for the community in public oversight.

2. Improved transparency and accountability at the central and subnational levels. Enhanced advocacy mechanism to promote and ensure enhanced ethics and integrity to curb corruption to accelerate local development.

3. Enhanced civic and media engagement for improved regional and local governance.  Promoting engagement and dialogue for participatory decision-making closer to the constituencies, enhanced community planning for development, determining bottom-up priorities, monitoring of service delivery and monitoring of public expenditures.

 4.  Strengthened public financing for inclusive development.  Improving public expenditure management and enhancing budget discipline are important aspects of effective and accountable public financial management.

Position Purpose

Under the guidance and direct supervision of the Deputy Resident Representative (DRR), with oversight of the Resident Representative (RR), the Programme Analyst will be responsible for ensuring that the expected results of the programmes are met through planning, resources mobilization, establishing strategic partnerships and leading portfolio implementation. S/he must ensure the results under GRICE fully respond to the relevant expected outcomes of the Country Programme Document, the United Nations Namibia Sustainable Cooperation Framework Document (UNSCF) and contribution to the priorities in the National Development Plan and Harambee Prosperity Plan. S/he will also ensure that synergies are established with the other two portfolios of the Country office, namely, Sustainable Inclusive and Green Growth (SIGG) and Sustainable Environmental Management, Energy and Resilience (SEMER). Further to this, s/he will ensure that transformational gender mainstreaming initiatives and innovative approaches by the Accelerator Lab are scaled up. S/he is expected to work in close collaboration with the other programme officers in the Country Office operations team, programme staff in other UN Agencies, UNDP HQs staff, key sector government Offices, Ministries, and Agencies, multi-lateral and bi-lateral donors, private sector, academia, and civil society.

Key Duties and Accountabilities

1. Supports strategic review/development of Inclusive and Sustainable Growth Programme activities from design through implementation, focusing on achievement of the following results:

  • In collaboration with the DRR and programme/project teams, ensures contribution to the Country Programme Document (CPD) through ongoing Governance Responsive, Institutions Civic Engagement programmes and projects and in collaboration with the main partners and other UN Agencies;
  • Identifies opportunities for new programme/project development including joint programming with UN agencies;
  • In collaboration with the DRR and programme/project teams, contributes to components of UNDP Governance Responsive, Institutions Civic Engagement portfolio, translating programme priorities into local interventions, and ensuring coordination and networking with clients, stakeholders, and programme partners;
  • Collaborates with colleagues in the Africa Regional Hub and HQ to apply new global and regional initiatives, policies, and knowledge products that further the portfolio.

2. Manages assigned programme and project components, focusing on the achievement of the following results:

  • Provides technical guidance, subject matter input on the Governance Responsive, Institutions Civic Engagement portfolio;
  • Ensures effective application of RBM tools, the establishment of management targets and monitoring achievement of results, as quality assurance, ROAR, IWP etc;
  • Ensures the development of programme and projects/outcome level work plan, annual work plan, monitoring and evaluation plan, human resources, and procurement plans for the portfolio;
  • Ensures the preparation of ad hoc reports; ensures timely completion of required quarterly and annual reports;
  • Ensures project and programme reviews and evaluations take place;
  • Maintains regular contact with project and programme counterparts to ensure monitoring of projects’ progress, monitoring of unit work plans, programme effectiveness and achievement of results;
  • Organizes regular coordination across outcome teams and other projects to ensure synergies and integration; promotes cross component and cross programme collaboration;
  • Supports audit exercises of portfolio work.
3. Establishes and maintains strategic partnerships and supports resource mobilization, focusing on achievement of the following results:
  • Implements CO partnerships and resource mobilization strategy to achieve programme outcomes;
  • Research and analyses information on existing and new partners;
  • Develops ideas and concepts for possible areas of cooperation;
  • Establishes close working relationships and creates programmatic linkages with relevant government agencies; UN Agencies, IFI’s, bi-lateral and multi-lateral donors, academia, private sector, and civil society;
  • Suggests programmatic areas of cooperation based on UNDP´s strategic goals, country needs and donor priorities;
  • Identifies funding opportunities for ongoing and new projects;
  • Identifies and supports the development of national partnerships for service provision to projects in areas such as monitoring, training, and others;
  • Represents UNDP at external meetings within his/her area of programming.
4. Ensures provision of top-quality advisory services and facilitation of knowledge building and management, focusing on the achievement of the following results:
  • Identifies sources of information related to policy-driven issues; identifies and synthesizes best practices and lessons learned directly linked to programme country policy goals;
  • Coordinates and ensures integration in project design of policies, institutions and advocacy that will address the country’s challenges and needs in collaboration with the Government and other strategic partners;
  • Supports the establishment of advocacy networks at the national level – linked to international networks.
  • Implements relevant, high-impact advocacy campaigns with key partners;
  • Ensures that lessons learned from projects are captured and recorded into the CO knowledge networks;
  • Communicates the work of the portfolio through the UNDP website, social media and blogs.
5. Ensures transformational Gender mainstreaming in the GRICE portfolio, focusing on the achievement of the following results:
  • Participates in the CO Gender focal team and contributes ideas towards effective gender strategies.
  • Ensures appropriate targeting to achieve desired results;
  • Supports the gender focal team in setting indicators and tracking gender mainstreaming results;
  • Supports the documentation of stories of the most significant change among youth, men and women.

Requirements

Education:

  • Advanced university degree (Master’s degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field.
  • A first-level university degree (Bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in the Governance, Human Rights, Political Science, Public Administration, Law, Social Services or other development related fields;
  • At least 2 years of relevant experience at the national or international level in Political Science, Public Administration, Law, Business Administration, Social Sciences or related field, in the UN and/or international organizations is desired;
  • Experience in working with youth and women empowerment programmes and gender mainstreaming is an asset;
  • Experience at the national or international level in providing management advisory services; hands-on experience in design, development, monitoring and evaluation of governance projects; skills in programme design and implementation for results is preferred;
  • Demonstrable experience in working with and providing technical and advisory services to Government, governance institutions, civil society and civic engagement is required;
  • Experience in the usage of computers and office software packages, experience in handling web-based management systems and social knowledge networks;
  • Knowledge of 2030 Agenda and the sustainable development goals & Agenda 2063  and experience of UNDP and UN system policies and programming will be an added advantage.

Language:

  • Fluency in English is required.
  • Fluency in the national language of the duty station is required.
