Le PNUD recrute un Conseiller en matière de migration et de déplacement, Nairobi, Kenya

Job Description

Background
UNDP is committed to achieving workforce diversity in terms of gender, nationality and culture. Individuals from minority groups, indigenous groups and persons with disabilities are equally encouraged to apply. All applications will be treated with the strictest confidence.
UNDP does not tolerate sexual exploitation and abuse, any kind of harassment, including sexual harassment, and discrimination. All selected candidates will, therefore, undergo rigorous reference and background checks.

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

As part of the GPN, the Crisis Bureau has primary oversight over Conflict Prevention and Peacebuilding, Rule of Law and Human Rights, Migration and Displacement, Integrated Recovery Solutions, Disaster Risk Reduction and Mine Action. The CB ensures that issues of risk are fully integrated into UNDP’s development programmes and assists UNDP partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working.

Within the Crisis Bureau, the Recovery Solutions and Human Mobility (RSHM) Team has special responsibility to lead UNDP’s corporate policies and programmatic engagement on integrated recovery solutions, including stabilization and mine action (SP output 3.3) and human mobility, including forced displacement (SP result 3.4). The RSHM team also serves as focal point for the global partnership with relevant UN Agencies such as UNHCR and IOM.

The Migration and Displacement Advisor will be based at the UNDP Resilience Hub for Africa in Nairobi. The Resilience Hub was established in Nairobi, in 2019 as a thematic hub, with a mandate on integrated resilience, covering 46 countries in Sub-Saharan Africa. The Hub works in an integrated fashion, leading and supporting regional initiatives, as well as UNDP Country Offices in policy and programming across the areas of Climate Change and Disaster Risk Reduction, Governance and Peacebuilding, Migration and Displacement and Technology.

The Resilience Hub Reports to the UNDP Regional Service Center for Africa in Addis Ababa; its direct clients are UNDP Country Offices (COs) and regional institutions – i.e., the African Union Commission (AUC) and Regional Economic Communities (RECs). Yet the main beneficiaries of its work are the people of the African continent, especially the most vulnerable.

The Resilience Hub has developed a Resilience Strategic Offer for Africa, which includes, amongst other programmes, the Human Mobility for Africa’s Development Programme, aimed at harnessing the development potential of people on the move, in the continent, and at building resilience amongst vulnerable people, including migrants and forced displaced populations. Under the Human Mobility for Africa’s Development programme, the Resilience Hub has also strengthened its partnership with UNHCR on supporting the Sudan-South Sudan Solutions Initiative, and with IOM on free movement of persons in the EAC region. The Resilience Hub is also part of the Africa Climate Mobility Initiative (ACMI) leading on the Women Forum initiative.

As part of the Regional Service Center for Africa (RSCA), the Resilience Hub plays a critical role in supporting the Regional Bureau for Africa in the implementation of the Africa Promise: the UNDP Renewed Strategic Offer for Africa, as well as the Regional Programme for Africa (RPA).
