Job Description

BACKGROUND

Sudan has increasing climate variability which is leading to major changes to rainfall and temperatures across the country, exceeding the limited capacity of rural households to cope. Drylands are home to nearly 70% of the population of Sudan and there are places where increasingly erratic rainfall has resulted in recurrent drought episodes, together with associated crop failures, livestock deaths, and deepening of the already profound poverty levels. Climatic shocks, particularly drought, are occurring in the absence of adequate social safety nets in rural areas, forcing subsistence farmer and pastoralist households living under deep-rooted levels of poverty into making livelihood decisions out of desperation due to their co-dependence on water, agriculture, and rangelands is becoming unsustainable.

In addition to the climate impact, poor access to sustainable clean, reliable and affordable energy sources has a profound impact on multiple aspects of human development. According to the Energy Master Plan 2013, about 65% of population do not have access to electricity, 80% depend on traditional fuels for cooking in Sudan. The alternative sources for energy, such as wind and solar, are abundant across Sudan but limited investment opportunity has been made for promoting these alternative sources of energy. As a result, access to energy remains a major problem in Sudan especially in the in rural areas.

To engage in addressing the above challenges, the Government of Sudan has signed and ratified Multilateral Environmental Agreements and engaged in global affairs. The key implementing partners include:

UNDP is supporting Sudan through its ongoing and upcoming projects to address a) Environment and Climate Change with the objective of improving environmental policy frameworks, increasing institutional capacities, building resilience and reducing vulnerabilities to climate change including for women and youth. b) enhance natural resources and biodiversity management; and c) Promote access to Energy with the objective of promoting access to clean energy through policy and institutional support and deployment of renewable sources of energy such as solar and wind, for agriculture and basic services in rural and urban areas.

 

DUTIES & RESPONSIBILITIES

The Environment Advisor will work closely with UNDP’s Team of the “Access to Energy Environment and Climate Change portfolio; and the key Government counterparts which include: the Higher Council for Environment and Natural Resources; the Ministry of Energy and Petroleum, Ministry of Irrigation and Water Resources, in addition to the other affiliated institutions. In addition to the Ministry of Finance and Economic Planning which is the key counterpart Ministry to UNDP, to promote policy development and programme development that focuses on integrated work and innovative and scalable solutions across the different environmental themes. These will include amongst others, climate change, energy, biodiversity and ecosystems, and green economy programmes that also integrate with other areas of Development. The role of the Environment Advisor is to provide strategic and technical leadership to support UNDP and the HCENR in policies, programming and resource mobilization. S/he will promote collaboration within the HCENR and UNDP Sudan to ensure integrated and holistic support to tackle environmental, climate change, and energy-related challenges to achieving the SDGs.

The Environment Advisor is expected to travel frequently. He/She will work under overall guidance of the  UNDP Resident Representative and direct supervision of the Deputy Resident Representative for Programme.

Key duties and accountabilities include:

With the responsibility of promoting policy development and programme development that focuses on integrated work and innovative and scalable solutions across the different environmental themes, the role of the Environment Advisor is to:

  1. Policy, strategic advisory and advocacy
  2. Identify, lead and direct the development of cutting-edge strategic programmes, projects and activities, and mobilize resources and partnerships in support of these;
  3. Ensure overall enhanced delivery and financial management and implementation of the vertical Funds projects activities.
  4. Facilitate effective learning and development and sharing of knowledge products, advocacy and communication.

Policy, strategic advisory and advocacy:

  • Policy advisory and strategic advisory support to relevant Government institutions and UNDP on climate change adaptation, access to energy and other environmental themes. Develop and advocate for innovative policy and financial mechanisms for CCA, NRM and RE.
  • Contribute to global and country level debates on environment, climate change, and energy. This includes contributing to the development of complex policy advice at the interface of scientific knowledge and social, political and economic feasibility and developing and advocating for innovative policy and financial mechanism.
  • Key Results: UNDP is widely recognized for its ability to drive change and innovation in global, regional, and national level discourse on environment, energy and climate change and resultant policy making. As well, its ability to fully integrate and leverage its environment portfolio towards progress on the SDGs overall.

Programme Development and Resource Mobilization:

  • Lead and direct the development of programmes, projects and other initiatives in consultation with, government counterparts and the Access to energy and climate Change Team. Identify potential funding from vertical fund and bilateral donors.
  • Negotiate funding and partnerships, including with the private sector, development banks and other development finance institutions.
  • Scaling up sources and opportunities, as well as developing new and cutting-edge partnerships.
  • Identify, develop and roll-out new business opportunities, and self-funding environment, energy and climate change interventions and initiatives.
  • Key Results: Diversified funding and continued growth in the quality, scope, impact and influence of the UNDP Access to energy and climate change programme.

Ensure overall enhanced delivery and financial management and implementation of the Access to energy and climate change Portfolio:

  • Ensure that the projects are implemented as per the project document, letter of agreements and associated national implementation manuals, as well as all relevant UNDP and GCF/GEF policies and requirements
  • Advise Implementing counterparts on innovative tools to ensure better management of financial resources, accountability, accuracy, and adequate delivery of resources.
  • Ensure that the portfolio of projects and resources are all geared towards achievement of the whole set of results hierarchies, as reflected in the log frame/results framework
  • Ensure that donor reports and evaluation reports are produced with the highest stnadards and quality and submitted to UNDP and donor on time.
  • Key Results: Ensure enhanced delivery of respources and that the portflios set or projects and resources are all geared towards the achievement of the whole set of results framework.

Facilitate effective learning and development and sharing of knowledge products, advocacy and communication:

  • Ensure that the project the portfolio’s development interventions are all geared towards achievement of the whole set of results framework.
  • ensures creation of platforms that promotes learning and development of knowledge products.
  • Analysis and synthesis of data, information and preparation of lessons learnt reports. Develop programming kits, methodologies, training manuals, and codified knowledge products.
  • Key Results: UNDP widely recognized as a source of cutting-edge tools, knowledge and information on environment, energy and climate change.

Supervisory/Managerial Responsibilities:

  • The Chief Technical Advisor will supervise the Environment, Energy and Climate Change Team and the National Project Manager of the GCF Adaptation Project (HCENR).

QUALIFICATIONS

Education:

  • Master’s Degree (or higher) in Environmental Economics, Climate Change Environmental Sciences, Natural Resource Management or other closely related field, renewable energy, and climate change mitigation and adaptation.

Experience, Knowledge, and Skills:

  • Minimum 10 years of progressively responsible relevant leadership in the fields of environment (waters, energy, climate change mitigation/adaptation, and/or climate finance), strategic management, business development.
  • At least 7 years’ work experience with development-related organizations (especially multilateral development banks) and private sector.
  • Extensive experience with programme and project development, integrated planning and analysis, implementation, and management is an asset.
  • Experience in business systems, human resources management and budgeting.
  • Proven track record of resource mobilization experience.
  • Proven excellent presentation and communication skills
  • Experience of programming with the Global Environment Facility and the Green Climate Fund at the global level or similar bilateral and multilateral funding sources is an asset.
  • Experience in the policy development processes associated with integrated environment and sustainable development issues is an asset.
  • Working experience in an international organization is an advantage as is knowledge of UNDP policies, procedures and practices is an asset.

Language Requirements:

  • Proficiency in oral and written English.
