The Employment, Labour and Social Affairs Directorate (www.oecd.org/els) is looking for an Assistant who will work in  the Management Support Unit (MSU), andprovide excellent administrative support within ELS. The chosen candidate will work under the direct responsibility of the Deputy Head of Unit MSU, and will help ensure the adherence to the Organization’s frameworks, staff rules, financial guidelines, rules, policies and procedures. The successful candidate will also be expected to work in close collaboration with the ELS MSU team as well as all of the ELS assistants in divisions.

 

Main Responsibilities

General Administrative and Financial Control Support

  • Control and approve all mission orders and expense claims after checking the validity of the supporting documents. Monitor these expenditures on a regular basis, ensuring swift follow-up with PBF when necessary to ensure resolution of any outstanding issues. Manage reimbursements for missions.
  • Monitor, control and approve letters of invitation and intellectual services contracts, ensuring deadlines for payments are respected and that files are completed. Approve financial requests for various types of documents and events in the Service Request Portal (SRP).
  • Assist the Resource Management Advisor with budget monitoring, produce regular financial reports and help with corporate exercises such as Committee Progress Report.
  • Assist with grants management – process new VCs in the relevant systems for their acceptance, prepare budget when necessary, monitor expenditure and prepare VC financial reports.
  • Maintain appropriate records in relation to all the above tasks in accordance with the systems established in ELS.
  • Provide support and guideance on administrative processes, including leading Q&A sessions and providing input at meetings.
  • Draft correspondence, keep track of information flows and help keep records.
  • Help collect and file signed verification documents.
  • Follow and control communications related cost such as publications and websites.
  • Follow and control quota and other internal chargebacks.
  • Provide support and guidance on administrative processes, and organize information sessions (like Q&A sessions) during ELS/SKC support meeting
  • Assist with other administrative tasks as necessary.

Human Resources Support

  • Help organise recruitments, including preparing job vacancies for posting in Taleo, providing assistance in the organisation of candidates testing and organising panel interview logistics.
  • Assist with human resources administrative related tasks as necessary.
  • Stay abreast of corporate HR management deadlines, guidelines and best practices.

Continuous learning and process improvement

  • Keep informed about the Directorate’s work commitments, milestones and main sources of funding, and support policy staff in the implementation of the Programme of Work and Budget.
  • Pro-actively suggest improvements to existing administrative processes, workflows and working methods.
  • Adopt a continuous learning approach with regard to evolving corporate systems and procedures and other relevant IT tools.
  • Keep abreast of the relevant financial and/or human resource rules pertaining to assigned workflows.

 

Ideal Candidate Profile

Academic Background

  • Bachelor’s degree in accounting, finance, administration, human resources, or equivalent experience.

Professional Background

  • Relevant experience, ideally in an international environment, including preparation of documents/publications and organisation of large-scale meetings and events, as well as travel management.

Tools:

  • Excellent knowledge and experience in the use of Microsoft Office Suite and proven ability to learn new systems rapidly. Experience in using mission software (such as SAP) and web management software (such as T4) would be an advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • For certain positions, knowledge of other languages would be an asset.

Core Competencies

  • Please refer to the level 1 indicators of the OECD Core Competencies.
  • The following OECD Core Competencies are particularly important: Achievement focus, Drafting skills, Teamwork, Client focus and Diplomatic sensitivity.

 

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen at the end of November and panel interviews are planned forlate December.

 

Contract Duration

  • 1 year fixed term appointment, with the possibility of renewal.
