Duties and Responsibilities

Background and Organizational Setting

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat is also the lead agency within the United Nations system for the implementation of the New Urban Agenda. The Policy, Legislation and Governance Section, within the Urban Practices Branch, coordinates the Agency’s substantive, normative and operational work on various dimensions of Policy, Legislation and Governance, fostering high impact initiatives, programmes, and projects to deliver timely, fit-for-purpose and targeted solutions in these areas.

In the past seven years, UN-Habitat has been active in over 90 countries around the world helping Member States and development partners to transform cities into safer, resilient, and healthier places with better opportunities. The Global Solutions Division (GSD) at UN-Habitat headquarters is responsible for providing programmatic direction for UN-Habitat and is responsible and accountable for the programmatic delivery of the strategic plan. The division leads the tools and methodology production and the integration of the various substantive competencies towards effective delivery of the mandate of UN-Habitat. It provides substantive training to staff members and supports capacity development of Member States and partners.

This post is located in UN-Habitat headquarters at the Global Solutions Division, Policy, Legislation and Governance Section (PLGS). UN-Habitat is seeking a graphic designer to facilitate the Policy, Legislation and Governance Section’s communication and visual materials of PLGs outputs. The expert will assist with assignments under the Urban Rural Linkages workstream of PLGS.

Purpose of the consultancy

The purpose of the consultancy is to support the PLGS team and provide expertise to PLGS on Urban-Rural Linkages, including drafting policy papers, supporting the preparation of the Forum, preparing relevant documents and publications to implement Urban-Rural Linkages Guiding Principles..

RESPONSIBILITIES

Under the supervision of Chief Policy, Legislation and Governance Section (PLGS), the consultant expert will:

1. Undertake research and deliver policy papers on urban rural linkages

2. Develop instruments to facilitate exchanges between academic institutions and international organizations,

3. Identify and implement means to promote knowledge sharing between local practices and international principles regarding urban-rural linkages.

4. Develop strategies and proposals to localise and implement the international guiding principles on Urban-Rural Linkages (URL-GP) is selected region (e.g. Huangyan/Taizhou, China).

5. Contribute to the preparation and execution of the Forum on Urban-Rural Linkages
The overall expectation is to enhance science-policy interface to implement the Urban-Rural linkages programme through research, tool development knowledge exchange and implementation.

Qualifications/special skills

Advanced University Degree (Master’s degree) in sustainable urbanization related disciplines: Urban Planning, Urban Management, Urban Policy, Urban Design, Architecture is required.

At least Two (2) years of work experience in urban or territorial/regional planning and design, urban-rural linkages, urban policy or governance, assessment related work, or related fields is required.

Experience in operational activities and research and/or policy development work related to formulation and implementation of urban policies is required.

Experience in academia, international organizations and knowledge of UN activities and its current programmes would be an asset. The applicant must have excellent communication, graphical and technical writing skills and be capable of working in a multicultural environment is desirable.

Computer skills: Basic knowledge of office software, e.g. Microsoft Office; other software for carrying out research is an advantage is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Mandarin is required. Knowledge of another official United Nations language is desirable.
