Duties and Responsibilities

Crime against the Environment are a serious and growing problem. The Global Programme (GP) serves to deliver a range of technical assistance activities within several thematic areas towards achieving the key project objective of strengthening capacity to prevent and combat environment crime on a regional, national and local basis. The programme aims to improve cooperation and the capacity of Member States to work, locally, nationally and internationally, to prevent and combat WLFC and other forms of serious and organized crime.

 

Building the capacity of Judges and Prosecutors across Africa

Effective enforcement regarding crimes across the environment requires well-functioning and efficient prosecution and judiciary systems, both to hold offenders accountable for their actions and to protect the legal rights of various stakeholders. Judges play a unique role in environmental crime cases as they may have to adjudicate on both criminal and civil cases, dependent on the nature of the violation, and deliver justice according to the laws. It is important that judges be properly trained and resourced, uphold the rule of law, and maintain an ethical and professional standard. As with every aspect of a criminal justice system, the integrity and accountability of judges must be ensured, and their independence and impartiality protected.

In many countries the prosecution and judicial authorities are often understaffed and under-resourced, and face caseloads that greatly exceed their financial and human capacity to cope efficiently. In some countries, corruption is rife, and judges and prosecutors are vulnerable to the influence of politicians or other branches of government. In the context of environmental crime in general – often times, judges and prosecutors are not specialized and knowledge maybe limited, resulting in poor charging decisions and low sentences that cannot deter such crimes.

Contributing to the GP outcomes, UNODC seeks to build the capacity of prosecution and judicial authorities to tackle such crimes but supporting not only specialisms in the field of environment crime but also addressing systemic policy issues that form the foundation of a strong prosecution and judicial institution.

 

Qualifications/special skills

  1.  An advanced university degree (Master’s degree or equivalent) in political sciences, international relations, law, business administration, economics or public administration or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  2.  At least 15 years of experience in criminal trial prosecution regarding serious and complex criminal cases required.
  3.  At least 10 years experience building capacity within prosecution, judicial and law enforcement authorities in Africa required
  4.  Previous experience in reviewing and advising on legislation governing wildlife, forest and fisheries crimes in both common law and civil law jurisdictions in Africa required
  5.  Previous experience in delivering policy governing prosecution of crime in Africa required
  6.  Previous experience of designing training curricula and delivering training /teaching in the field of prosecution, adjudication and inter-agency cooperation across civil and common law jurisdictions, globally required
  7.  Experience working in the Africa context required
  8.  Legal accreditation/certification to practice law required.

 

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another United Nations Language is an advantage.
