Under the guidance and general supervision of the Chief, Education Section (Level 5), the Education Management Information System (EMIS) and Early Childhood Development (ECD) Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programs/projects, particularly related to education data and ECD particularly early learning.

The specialist ensures that the UNICEF Country Office has useful, valid and reliable information on :

  • The situation of children’s and women’s rights ;
  • The performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence.

The specialist works within the UN country team to support UN Country Team (UNCT) goals for delivering valid and reliable information on the attainment of the Millennium Development Goals (MDGs) and other goals, and on the performance of UN-supported programmes.

The specialist assists in the establishment of monitoring and evaluation tools which enhance partnership between the UNCT, government and other key players to collectively track progress on MDGs and other international commitment for children.

The specialist assists in the development of national capacities for education monitoring, evaluation and research, with special attention to the interest, concern and participation of government, community, and civil society stakeholders.

More specifically, the specialist contributes to and oversees all education data in the section and is capable to support technically the government counterpart on EMIS, Multiple Indicator Cluster Survey (MICS) and other surveys, studies and evaluation as well as the technical and financial partners involved in this area.

The Specialist supports also the development, planning, implementation, monitoring and evaluation of ECD programs/projects within the Country Program, particularly on early learning.

The Specialist also contributes to achievement of concrete and sustainable results on EMIS and ECD related programs/projects according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework.

 

How can you make a difference?

1. Support to program/project development and planning :

  • Support the preparation/design and conduct/update of situation analysis for the education programs/projects and/or sector to ensure that current comprehensive and evidence-based data on education issues are available to guide UNICEF’s strategic policy advocacy, intervention and development efforts on education programs and to set priorities, strategies, design and implementation plans. Keep abreast of development trends to enhance program management, efficiency and delivery ;
  • Participate in strategic program discussion on the planning of education programs/projects. Formulate, design and prepare programs/projects proposal for the sector, ensuring alignment with the overall UNICEF’s Strategic Plans and Country Program and coherence/integration with UN Development Assistance Framework (UNDF), regional strategies and national priorities, plans and competencies ;
  • Establish specific goals, objectives and strategies and implementation plans for the sector/s using results-based planning terminology and methodology (RBM). Prepare required documentations for program review and approval.

2. Situation Monitoring and Assessment :

  • Support partners in the establishment and management of national statistical databases particularly EMIS, ensuring that key indicators are readily accessible by key stakeholders. Potential uses include the Situation Analysis, Common Country Assessment, Early Warning Monitoring Systems, Results Assessment Module (RAM) and Mid-Term Reviews ;
  • Drawing on monitoring and analysis of key program performance and management indicators, provide professional input to management reports, including relevant sections of the annual reports.

3. Integrated Monitoring, Evaluation & Research Planning and implementation :

  • Manage and update Education Programme Evidence Information System Initiative (EISI) and ensure its coherence with Government and donors’ initiatives in terms of studies, surveys, evaluation and monitoring systems ;
  • Coordinate decentralized monitoring education interventions and provide technical support to government counterparts and colleagues at provincial level ;
  • Coordinate studies, surveys and evaluation in education to generate evidence for better interventions’ programming ;
  • Coordinate surveys, studies, researches and evaluations in education (elaboration of TORs, technical support to evaluation/studies design of high quality, quality of implementation and analysis).

4. Programme Performance Monitoring :

  • Provide technical support to ensure that a set of programme performance indicators is identified and adjusted as necessary, with inputs of all concerned partners in the context of the multi-year and annual EISIs, the Annual Management Plan and Annual Work Plans, as outlined in the Programme Policy and Procedures Manual) ;
  • Drawing on monitoring and analysis of key program performance and management indicators, provide professional input to management reports, including relevant sections of the annual reports including RAM ;
  • Coordinate with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardized across programmes to feed into to programme performance monitoring, with special attention to humanitarian response.

5. Technical Support to ECD program/project development, programming and planning :

  • Provide technical and operational support throughout all stages of ECD programming processes and to ensure integration, coherence and harmonization of programs/projects with other UNICEF sectors and achievement of results as planned and allocated ;
  • Support the preparation/design and conduct/update of situation analysis and assessments on ECD related issues to establish evidence-based data to support holistic policy and program development and coordinated planning, implementation and monitoring of results on early childhood development programs/projects within the country program ;
  • Participate in CO program discussion to determine areas for ECD integration/intervention. Contribute to the formulation, design and preparation of the Country Program to ensure integration of ECD in a holistic manner across program areas and to ensure alignment of ECD programs with MSTP, UNICEF’s Strategic Plans and coherence/integration with UN Development Assistance Framework (UNDAF), regional strategies and national priorities, plans and competencies ;
  • Establish specific goals, objectives and strategies and implementation plans for the ECD programs/projects using results-based planning terminology and methodology (RBM). Prepare required ECD documentations for program review and approval ;
  • Work closely and collaboratively with internal and external colleagues and partners to discuss strategies and methodologies and to determine national priorities/competencies to ensure the achievement of concrete and sustainable results ;
  • Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and country office partners/donors on interpretation, application and understanding of policies, strategies, processes and best practices and approaches on ECD to support program management, implementation and delivery of results ;
  • Participate in program meetings including program development and contingency planning to provide technical and operational information, advice and support ;
  • Draft ECD policy papers, briefs and other strategic program materials for management use, information and/or consideration.

6. Program management, monitoring and delivery of results on ECD programs :

  • Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators and measurement to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results on ECD programs ;
  • Participate in monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess progress and to determine required action/interventions to achieve results ;
  • Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals ;
  • Actively monitor ECD programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution ;
  • Monitor and verify the optimum/appropriate use of ECD program resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources ;
  • Prepare ECD regular/mandated program/project reports for management, donors and partners to keep them informed of program progress ;
  • Participate in CO program discussion to determine areas for ECD integration/intervention. Contribute to the formulation, design and preparation of the Country Program to ensure integration of ECD in a holistic manner across program areas and to ensure alignment of ECD programs with MSTP, UNICEF’s Strategic Plans and coherence/integration with UN Development Assistance Framework (UNDAF), regional strategies and national priorities, plans and competencies.

7. Networking and partnership building :

  • Collaborate with Regional Monitoring & Evaluation (M&E) Advisers and HQ Evaluation Office for overall coordination of priority research, monitoring and evaluation activities, especially those of regional scope requiring the coordinated effort of multiple countries ;
  • Partner with the Regional Monitoring and Evaluation Adviser to ensure that current and accurate M&E data and results are included in regional reports, multi-country studies, and knowledge sharing networks ;
  • Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders and global partners/allies/donors/academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on EMIS and ECD programs ;
  • Prepare communication and information materials for Education data and ECD program advocacy to promote awareness, establish partnership/alliances and promote increased investments in ECD programs and projects ;
  • Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on EMIS and ECD related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of programs/projects ensuring organizational position’s, interests and priorities on Education data ECD are fully considered and integrated in the UNDAF process in development planning and agenda setting including emergency preparedness.

8. Innovation, knowledge management and capacity building :

  • Lead innovative approaches setting up through Real time monitoring using Rapidpro for example ;
  • Apply/introduce innovative approaches and good practices to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable program results on education data and ECD ;
  • Keep abreast, research, benchmark and implement best practices EMIS and on early childhood development. Assess, institutionalize and share best practices and knowledge learned ;
  • Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable EMIS and ECD programs and projects ;
  • Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on EMIS and ECD related programs/projects.

 

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in education statistics or economics, or other statistics related to social sciences ;
  • A minimum of five (5) years of relevant professional experience in programme development and implementation including statistics, monitoring and evaluation activities and in education particularly in ECD and related areas at the international level, some of which preferably were served in developing country is required ;
  • Relevant experience in M&E and ECD related areas, program/project development and management in a UN system agency or organization is an asset ;
  • Developing country work experience and/or familiarity with emergency is considered an asset ;
  • Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
