Job Description:

PURPOSE OF THE POSITION:

The laboratory technical advisor will provide technical expertise, ensure coordination and supervision of all aspects of laboratory strengthening under the TB/HIV and Malaria and C19RM grants.

The objective of the position is to serve as a technical advisor to the management of the global fund Project and the Ministry of Health trough the service in charge of Laboratories, supporting the development of tools, guidelines and policies with the aim of improving quality assurance and management throughout the laboratory network and point of care providing all tests related to HIV, tuberculosis and Malaria.

He/she will provide technical support to ensure the successful planning and implementation of laboratory strengthening activities, including defining key interventions, budgeting, technical support, monitoring and evaluation, and establishment of reports in assigned areas.

MAJOR RESPONSIBILITIES:

  • Support programs in the introduction and scale-up of new technologies for the diagnosis and treatment of TB, HIV and Malaria including Genexpert, SL-LPA and other new TB and multiplex technologies.
  • Review equipment maintenance processes and schedules throughout the laboratory network.
  • Support capacity building at national, regional and district levels in laboratory service management, scaling up of new technologies, laboratory data management, quality assurance and diagnostics.
  • Provide technical assistance and capacity building support to technical staff of the Ministry of Health for the expansion of quality laboratory services, particularly to improve access to diagnosis and laboratory monitoring through testing HIV, viral load test, CD4 test, early infant diagnosis and Gene Expert TB test.
  • In coordination with the Directorate of Pharmacy and Laboratories, conduct technical supervision visits to districts and regions hospitals and provide timely feedback to all laboratory focal points.
  • Support and strengthen the Directorate of Pharmacy and Laboratories for an efficient sample transportation system and its scale-up in the country, including coordination with relevant partners and other programs.
  • Support the Directorate of Pharmacy and Laboratories in the implementation and expansion of data connectivity tools and strengthen data analysis capabilities for better decision-making at policy and implementation level.
  • Provide technical assistance and capacity building support to laboratory technical staff in health regions and districts for the expansion of quality laboratory services, particularly to improve access to laboratory diagnosis and monitoring.
  • Support the Directorate of Pharmacy and Laboratories in the preparation and conduct of evaluations of the HIV, Tuberculosis and Malaria diagnostic network.
  • Facilitate the development of a preventive maintenance system for tuberculosis laboratory equipment such as Genexpert machines.
  • Provide technical assistance to develop performance indicators and data reporting mechanisms for monitoring of routine diagnostic services.
  • Participate in laboratory technical working groups meetings.
  • Provide oversight, technical assistance and capacity building to establish and expand quality assurance testing in country in collaboration with partners and stakeholders.
  • Liaise with relevant stakeholders on performance of capacity tests, site supervisions, site audits, staff competency assessment.
  • Support capacity building and technical assistance to laboratory mentors and laboratory staff on reagent/raw material forecasting, quantification, procurement and consumption reporting, to improve laboratory product supply.
  • Work closely with the project management team to strengthen laboratory system and services to provide better access to laboratory diagnosis and monitoring to support the delivery of quality integrated health services.
  • Work closely with the Monitoring and Evaluation Manager to strengthen information systems on laboratory services and data management with the aim of improving product use reporting and diagnostic data at all levels.
  • Work in close collaboration with the technical assistants or consultants recruited to support the strengthening of national laboratory system.
  • Provide regular updates on laboratory progress to the Directorate of Pharmacy and Laboratories and the project management team through monthly technical reports and semi-annual reports (PU).
  • Review the supply chain management systems and procedures used for the laboratory network; identify challenges that could be overcome with appropriate intervention to ensure continued availability of equipment, reagents, laboratory tools and consumables.
  • Provide technical support to the Pharmacy and Laboratories Department for improving the Logistics Management Information System (LMIS) for laboratory products.

REQUIREMENTS:

  • Have at least (8) years of experience working on projects related to the strengthening diagnostic network laboratories, including at least four (4) years on TB, HIV and Malaria diagnostic.
  • Proven ability to act as technical expert for new technologies within TB diagnostic laboratory networks.
  • Experience working with the Ministry of Health, international NGOs and international partners to strengthen laboratory networks and access to diagnostic testing.
  • Ability to work in a complex project implementation environment, with multiple tasks, to deliver results within short deadlines.
  • Have at least a bachelor’s degree in laboratory sciences.
  • Having a master’s degree or specialized studies degree (DES) in infectious diseases or public health would be a plus.
  • Proven experience in coaching and supervising of the process of strengthening laboratory services and trainings for quality improvement purposes.
  • Good knowledge of using data to improve laboratory programs, particularly as it relates to reporting and LMIS functionality.
  • Excellent facilitation, team building and coordination skills.
  • Strong programming, management, technical and critical thinking skills to facilitate program implementation.
  • Excellent analytical, communication, presentation and report writing skills.
  • Knowledge of laboratory strengthening to achieve international quality standards, particularly in relation to ISO 15189 and/or SLMTA/SLIPTA or country standards.
  • Computer literacy: Capacity of data analysis and presentation of results ( MS Excel, MS Power Point, MS Word ,..)
