Job Description:

I. MAJOR RESPONSIBILITIES

Planning and Implementation

  • Develop and update the SC&BC planning in collaboration with the project Team and under the supervision of the Malaria Project manager.
  • Develop and implement a communication strategy on social and behavior change.
  • Organize and coordinate awareness and social mobilization campaigns against Malaria.
  • Ensure that grant facilitators are working to achieve the project goals and objectives and that the project is maintaining World Vision and donor standards.
  • Plan and manage communications in response to both slow- and rapid-onset emergency disaster/relief situations – ensuring that the Project is provided with quality stories, photos and media interviews from the field.
  • Develop regular project newsletter highlighting significant changes/impact/life stories and lessons and share with managers on quarterly basis.

Staff management, capacity building and coaching and partnership

  • Supervise that staff report correctly. Conduct regular implementation the Performance Development Management (PDM) system.
  • Strengthen partners’ capacities in communication technics for social and behavior change.
  • Conduct employee capacity building needs assessments and Integrated Competency Development.
  • Participate in employee learning and development plans.
  • Mentor, coach and provide opportunities for the professional growth of Project Officers and all other staff that directly report to this position.
  • Develop the capacity for the participation of local partners and local authorities to plan, implement, monitor and coordinate activities.

Business policies, procedures and guidelines

  • Ensuring internal and external communication standards and policies as well as all grant requirements are adhered to.
  • Ensure the project goal and objectives are  properly implemented in order to contribute to global fund and  WVI strategies  and aligned to the government priorities in terms of  malaria programming .
  • Ensure compliance with donor/WVI branding policies and coordinate communication events as required.
  • Demonstrates World Vision’s core values, vision, mission and Transformational Development/Program integrated ministry model by all staff in the project assigned Area. Provide spiritual leadership to the Communication team.
  • Work with the Finance Manager/Officers, Administration Officer and other departments to build a strong internal control environment, ensuring compliance with WV financial policies and procedures and promoting a culture of transparency and accountability.

Coordination, supervision, risk management

  • Conduct field trip for formative supervision both at provincial, communal and community levels
  • Organize coordination meetings with partners and share feedback with the supervisor.
  • Conduct Monthly risks analysis /Risks management

Project reporting, monitoring, evaluation

  • Ensure accurate quality narrative reports are submitted in a timely manner and according to the donor requirements. Establish and maintain effective project reporting and communication systems.
  • Regularly monitor and review the progress of implementation and escalate project management issues early and openly.
  • Monitor the development and the implementation of the communication plan and make recommendations to relevant staff.
  • Produce consistently and timely feature stories and photos for Sharing with World Vision Partnership-wide website.

Other duties

  • Attend and participate in weekly chapel services and daily devotional meetings
  • Other duties as assigned by the Supervisor or designee from time to time

II. QUALIFICATIONS:  EDUCATION/KNOWLEDGE/TECHNICAL SKILLS AND EXPERIENCE

Minimum Qualification and Experience required:

  • Bachelor’s degree in communication, Journalism, French or English language, International relations, social sciences or other related domain with 5 years working experience.
  • At least 3 years of the international development experience of Social Communication and Behaviour Change within the NGO; must involve implementation and management of large-scale programme activities.
  • Familiarity with Global Fund requirements, their history and their development
  • Familiarity with Public Health System and have been working with.

Technical Skills & Abilities:

  • Demonstrated ability to work effectively with many types of stakeholders, including the local Donors, officials from various levels of government, civil society and manage consortium and others.
  • Strong interpersonal communication skills
  • Through understanding of Burundi labor law and practices, especially contract management
  • Excellent oral and written English and French communication skills.
  • Strong organizational, facilitation, interpersonal and cross-cultural skills.
  • Strong administrative skills and has an eye for details.
  • Excellent inter-personnel relationship skills.
  • High level aptitude of integrity and confidentiality
  • Proficient knowledge of MS Office (Word, Excel, Access & PowerPoint)
  • Ability to maintain effective working relationships with staff and partners at all levels
  • Cross-cultural sensitivity, flexible worldview, emotional maturity.

  • Actively nurtures good relationships with people across all organizational levels and boundaries, and with government leaders and stakeholders.
  • Identifies urgent and potentially difficult decisions and acts on them promptly; initiates and generates team- and department-wide activities.
  • Negotiates effectively by exploring a range of possibilities.
  • Computer Literate in Microsoft Office Packages

III. WORKING ENVIRONMENT / CONDITIONS:

  • Work environment:  Office-based.
  • Travel: 40 % Domestic travel is required.
  • On call:  As required.
