  1. The Government of Sierra Leone (GOSL) has received financing from the African Development Bank (AfDB) towards the implementation of various interventions in the national economy. Electricity Distribution and Supply Authority (EDSA), an agency of GOSL is the Implementing Agency. EDSA now wants to use part of this financing for payments under contact for Training in Electricity Supply Engineering and Operation.
  1. The selected Training Institution or training firm will be required to conduct specified training to the Client’s personnel in the Institution’s premises as well as third party facilities. The training shall cover the following areas :
  • Distribution and Transmission Protection ;
  • Distribution and Transmission Planning ;
  • Generation Planning ;
  • Transmission Line Design ;
  • Training-the-trainer.
  1. The Electricity Distribution and Supply Authority (EDSA) now invites eligible training institutions to indicate their interest in providing the services. Interested training institutions should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
  2. The shortlisting criteria are :
  • The institution should have been in existence for at least 10 years and must have had at least 5 years’ experience in organizing technical training programs for employees of other electric utility companies ;
  • Demonstrate the availability of Specialists (Instructors) in selected technical functions ;
  • Demonstrate availability of Classrooms with teaching aids, Workshops, outdoor network training facilities ;
  • Demonstrate the availability of Laboratories, Power Measuring, Protection and Control and Testing Instruments ;
  • Demonstrate the availability of Power Systems Simulation hardware/software ;
  • Demonstrate that the Lecturers/Instructors who will facilitate the programs possess at least the under listed minimum qualifications ;
  • A first degree in Mechanical or Electrical/Electronics Engineering or an HND Certificate ;
  • The Institution shall possess both local and internationally recognized accreditation.
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’sProcurement Policy and Methodology for Bank Group Funded Operations” (BPM), dated October 2015 which is available on the Bank’s website at http://www.afdb.org. A training institution or a training firm will be selected in accordance with Quality and Cost Based Selection Method (QCBS) as set out in the AfDB Procurement Guidelines.
  1. Interested institutions can obtain further information at the address given further below during office hours : 08:00 16:30 Hrs., Sierra Leone time .
  2. Expressions of interest accompanied by training brochure and/or other relevant documents must be delivered by email or hand copy to the address below not later than 12th March 2020 at 16:00 Hrs. and labelled ” Training in Electricity Supply Engineering and Operation”.
