PD Summer Internship Programme 2020 – Social Protection

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. We are currently seeking to fill for candidates to participate in the PD Summer Internship Programme 2020 in the Policy and Programme Department (PD).

The position will be based in the Social Protection Unit, Regional Bureau Dakar. The internship will be typically for the period of at least 3 months during May/June to August/ September 2020.

 

Brief description of WFP activities and Social Protection Unit in Dakar :

Government-led safety nets have established a strong track record across the world as a powerful strategy for fighting hunger, vulnerability and poverty at scale. Safety net programs typically adopt an integrated approach (“Cash+” models), based around targeted and long-term social transfers with individual support focusing on fostering either human capital or promoting livelihoods and productive inclusion. Safety nets are not new to WFP in West Africa, where country teams have actively engaged for years and many WFP tools and experiences (relating to targeting and analysis, payment mechanisms and livelihoods and resilience activities) have been mainstreamed into government-led programs.

Such safety nets, though still embryonic in West Africa relative to other regions, have transformative potential for the Sahel. Safety nets stand to make transformational contributions to many of the region’s thorniest development problems. If the trajectory of other regions is any indicator, Government-led safety nets have the potential to fundamentally alter the landscape for humanitarian response.

From a WFP perspective, safety nets provide additional tools to achieve its goals of food-security, good nutrition and resilience. At its core, supporting government-led safety nets is a means to build government capacity to better take on its role in fighting poverty, food insecurity and malnutrition. Once functional and at scale, safety nets can, for example, provide a powerful platform for nutrition-sensitive programming. Safety nets’ targeting and transfer mechanisms can also provide valuable channels for shock-response and support to broader agendas around resilience. Government-led safety nets therefore offer a pathway out of the mismatch between emergency support and long-term development, as, over time, government systems are increasingly capable of taking on humanitarian caseloads and populations themselves are increasing capable of absorbing shocks.

WFPs regional safety nets strategy identifies three key dimensions of safety nets where WFP can make a difference: hunger, resilience and shock response. These three dimensions focus on existing and proven areas of WFP technical and operational expertise. The core vision for safety nets for WFP is to support integration of activities under government leadership, to best serve the overarching goals of zero hunger, nutrition and resilience.

 

General Information :

  • Title of Post : PD Summer Intern ;

  • Supervisor : Programme Policy Officer of Unit ;
  • Duration : At least 3 months (May/June to August/September 2020).

Duties and responsibilities

Under the direct supervision of the Programme Policy Officer of Social Protection Unit, the PD Summer Intern will perform the following duties :

  • Qualitative. (a) Prepare short case studies on WFP support to national SP systems and social safety nets in West Africa. This can include shock-responsive or nutrition-sensitive SP, SP connection with school feeding programmes or resilience programmes in the Sahel etc. (b) Prepare sharp and impactful summary / advocacy documents to support advocacy and fundraising by country and regional offices ;
  • Quantitative. Data work around WFP SP engagement in West Africa, based on available data sources, including for example WFP M&E data ;
  • Perform other duties in support of ongoing workstreams (analytical, operational) and day-to-day work of the unit.

Qualifications and experience :

  • Currently enrolled in a master’s degree programme OR a recent graduate of a master’s degree (graduated within the last 6 months ;
  • Proficiency in MS Office (Word, Excel, Power Point, Publisher, Outlook) ;
  • Excellent English verbal and writing skills; Proficiency in French ;
  • Solid data skills (Stata, impact evaluation methodologies) ;
  • Good economic and econometric knowledge ;
  • Proven analytical skills and the ability to produce high quality written documents.

 

Working Languages :

  • Working knowledge of English (proficiency/level C) and French is required ;
  • Supervision (Level/Methods of Supervision).

Under the direct supervision of the Regional Programme Policy Officer of Social Protection Unit, the incumbent will be provided with close mentoring, guidance and technical supervision. Performance planning and reviews as well as learning and development discussions will be elemental part of the supervision.  The Senior Regional Programme and Policy Adviser will be the second-level supervisor. With the support of a comprehensive induction package and assignment of a buddy/mentor, the intern will rapidly become a productive member of the team.

 

Training components :

Throughout their assignment WFP interns have access to an industry leading learning platform, weLearn. Depending on opportunities and availability of funds, he/she may participate in WFP workshops or seminars, as appropriate.

 

Learning Elements :

At the end of the assignment, the Intern should have :

  • Very good knowledge of national social protection and safety net systems in West Africa ;
  • Understanding of good practices on nutrition-sensitive, shock-responsive SP, social registries etc. and dissemination across the organisation.

 

Information on the Country of Assignment :

Living conditions in Dakar, Senegal.

The name Senegal also comes from the Wolof “Sañu Gaal”, which means “Our Boat”. The country covers 197,000 km2 and has an estimated population of about 15 million. The climate is Sahelian, but there is a rainy season in between June and September.

Dakar is the capital of Senegal. An Atlantic port on the Cap-Vert peninsula. Its traditional Médina quarter is home to the Grand Mosquée, market by a towering minaret. Most of the population is Muslim (93%), mainly Sunni of Maliki school of jurisprudence with Sufi influence. Christians (principally Catholics) represent 7%. The official language is French, with a variety of national languages such as Wolof, Mandinka, Pulaar, Jola, Sérère.

The Regional Bureau (RB) is located in the very center of town in the neighborhood called Plateau, a few steps away for the National Assembly. The Plateau is also the administrative and commercial center of town where many banks, ministries and major companies have their offices. On the other hand, the WFP Senegal Country Office is located in the Almadies area, neighborhood of Ngor.

Most of the expatriates live along the South-West Coast of Dakar extending from Ngor to the Plateau where the RB is located. This includes the residential areas of Ouakam, Mermoz, Fann Residence. All these areas are connected by a coastal road called the Corniche.

 

Terms and Conditions :

  • The PD intern will be paid a monthly stipend of approximately USD US$ 790 per month as a contribution towards basic subsistence costs ;
  • WFP is not responsible for living expenses, arrangements for accommodation, necessary visas and related costs.
