INDIVIDUAL CONSULTANCY SERVICES FOR THE MONITORING AND EVALUATION OF THE NACALA ROAD DEVELOPMENT PROJECT PHASE IV (MWAMI/MCHINJI ZAMBIAN SIDE ONE-STOP-BORDER-POST)
The Government of the Republic of Zambia (GRZ) has received financing from the African Development Bank toward the cost of the Construction of the Mwami/Mchinji One Stop Border Post (OSBP): Works Package 2: Zambia OSBP Facilities, and intends to apply part of the agreed amount for this loan to payments under the contract for Individual Consulting Services for the Monitoring and Evaluation of The Nacala Road Development Project Phase IV (Construction of the Mwami/Mchinji One-Stop Border Post).
The services included under this project are the Monitoring and Evaluation consultancy to monitor the outputs and outcomes and assess the impacts of the OSBP civil works project against a range of identified indicators in the (but not limited to those stated) Project Appraisal Report (PAR). The Consulting Services will also include projections throughout the operational life cycle when border facility is fully functional, in order to build capacity and lesson learnt information on future similar assignments. The Client recognizes the need and importance for long term monitoring and evaluation of the operational phase of this OSBP facility. To this effect, individual M&E consultancy is expected to derive a holistic evaluation process which will answer questions regarding this new border infrastructure i.e. relevance, impact, effectiveness, efficiency and sustainability of the OSBP facility.
The Road Development Agency now invites eligible individual consultants to indicate their interest in providing these services. Interested Individual Consultants must provide information indicating that they are qualified to perform the services (Curriculum Vitae providing qualifications, descriptions of similar assignments, experience in similar conditions, and demonstration of appropriate skills).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 edition, revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
