Scope of Work 

Under the supervision of the Chief of Communication the consultant will, 

  1. Conceptualize, design and implement volunteer initiatives with students / existing pledge donors / general supporters / individuals with the aim of furthering Child Rights and Child Participation, including fund raising for UNICEF projects.
  2. As part of the UNICEF Volunteer Project, create new opportunities of engagement with existing government institutions and corporate partners that support volunteering.
  3. Monitor and document ongoing volunteer projects and explore new opportunities for future engagement with volunteers.
  4. Under the supervision of the Chief, implement strategic volunteer projects.
  5. Using the UNDAP framework, support UNICEF contribution to UNDAP priorities for identified key result areas by leveraging strategic partnerships to achieve results for children.
  6. Conceptualize, design and implement partnerships with selected private sector companies and corporative with the aim of furthering Child Rights and Child Participation.
  7. Explore and test out tactics to recruit at least 300 volunteers by end of the assignment.
  8. Organize two intensive national campaigns to mobilize volunteers that are committed to promote UNICEF mission, support fundraising and to advocate for progressive realization of children’s rights.
  9. Engage at least 1 South Africa top celebrity in the “Be the Change” campaign and ensure he/she is able to communicate and champion UNICEF messages for children’s rights in South Africa.
  10. Undertake on-going field visits to UNICEF project sites to support monitoring of effectiveness, efficacy, impact and sustainability of volunteer and other project activities, including private sector partnerships.
  11. Support capacity-building efforts to strengthen capacity of volunteers at central and community level.
  12. Analyze and evaluate data on partnerships and volunteer initiatives to ensure achievement of objectives and/or take corrective action when necessary to meet project and programme objectives.
  13. Coordinate all activities regarding strategic partnerships and volunteer initiative within the UNICEF Office.
  14. Document best practices, lessons learned and success stories.

 

Deliverables

  1. A Volunteer programme strategy and work plan are developed for the period 2018-2019, as well as an M&E framework in full alignment with globally developed KPIs.
  2. National Platform or Network of Volunteers is established and sustained through recruitment of at least 200 volunteers over 1 year.
  3. Two intensive national campaigns are organized to mobilize volunteers that are committed to promote UNICEF mission, support fundraising and to advocate for the progressive realization of children’s rights.
  4. At least 2 ‘Advocacy for Change’ sessions are facilitated at Universities, whereby students can be at the center of crafting campaigning and advocacy tactics to raise awareness and influence behaviour towards to association with UNICEF and support to UNICEF, both monetarily and in-kind.
  5. Platforms to recruit and connect volunteers according to their skills set are created.
  6. A top Celebrity is engaged/recruited to be the face of SACO’s volunteer platform.

 

Administrative issues

The work will be UNICEF SACO office based in Pretoria with possible visits to the field as required during the contract period.

 

Monthly Reports:

Monthly report detailing all deliverables, shall be submitted by the consultant.

 

Payment Schedule

Payments will be organized on a monthly basis, and payment is upon satisfactory completion of monthly deliverables, as per the agreed work plan.

 

Travel 

Travel of the Consultant will be paid against the Contract. It is estimated that the consultant will undertake at least one international travel and three domestic trips over the course of this contract.

The Consultant shall submit an e-mail travel request to his/her Manager (at UNICEF) with travel dates, justification for the travel and reference to the contract, and will undertake travel if approved. Travel costs will be paid against an invoice from the consultant within the limits of UNICEF rules and regulations.

 

Desired competencies, technical background and experience  

 

Education:

Advanced University degree in the social/behavioural sciences (communication, marketing, public health), international relations or in a related technical field. Knowledge in HRBA, Results-based management, Child Rights, gender issues, child participation and strategic partnerships an asset.
 

 

Experience:

Five years’ practical professional work experience in programme design, management, implementation, monitoring and evaluation related to networking and partnerships for child rights.

Work experience related to advocacy, communication, social mobilization and partnerships, including proven experience of working with government and civil society groups.

Field work experience. Background/familiarity with Emergency situations is an asset.

Language Requirements:Fluency in English and in the local language of the duty station required. Knowledge of any of the other national languages is an asset.

 

Administrative issues

Availability of resources, focal points/contacts and how they will be accessible; Location and schedule for progress meetings throughout the contract duration (if required).

This is an office based assignment requiring limited travel.

 

Conditions  

As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary”.

the candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.”

The Contractor hereby irrevocably assigns to UNICEF all right, title and interest in and to all work product and documentation produced pursuant to UNICEF’s requests for services hereunder including, without limitation, all applicable Intellectual Property Rights thereto.

All information is confidential and the contractor must not be disclosed, divulged any donor details to a third party.

The Contractor will acquire no legal or beneficial title or ownership in Donor Details.

The Contractor will not use the database for any other purpose other than stated in the TOR.

The Contractor must return or destroy all confidential information (including all copies of and material representing such confidential information) to UNICEF immediately upon demand or upon termination of the contract.

The Contractor must adhere to international standard in a) security of financial information of donors and b) data protection.
